| With the accelerating urbanization process and rapid development of industrialization,the scale of urban construction land is increasing and urban boundaries are spreading arbitrarily,leading to a series of problems,including the occupation of a large amount of high-quality arable land around cities and towns,the destruction of ecological environment,and the emergence of a large number of urban villages and a certain proportion of low-utility land in cities.In order to solve the above problems,guide the development direction of cities and achieve healthy and sustainable urban development,it is necessary to delineate urban development boundaries.Based on the author’s practical experience of participating in the delineation of urban development boundary in Otog Front Banner,this paper selects Otog Front Banner as the research area to carry out theoretical and practical research on the delineation of urban development boundary in the county.Based on the data of statistical yearbook of Ordos City and Otog Front Banner,the seventh population census and the spatial planning of land,the scale of urban and industrial land is predicted by using gray model method,one-dimensional linear regression method and time series method,and the urban development boundary of Otog Front Banner is delineated by using Arc GIS overlay analysis method and visualization method.The general idea of development boundary delineation:the first step is to explore the influence of four elements on the delineation of development boundary:water resources carrying capacity,construction suitability evaluation,ecological protection red line and permanent basic farmland,based on the data of resident population and industrial output value in the past years,predict the resident population and industrial output value in 2035,and use three different indicators to project the scale of urban and industrial land in 2035.The third step is to summarize the principles of land allocation,and allocate the land in each town and park scientifically and reasonably;the fourth step is to summarize the methods and principles of town development boundary delineation;the fifth step is to delineate the town and park development boundaries of Otog Front Banner;the sixth step is to explore the delineation of town development boundaries under different land scales and the reasonableness of the delineation results,as well as to explore the industrial parks under different industrial land scales.The sixth step is to explore whether the development boundaries of cities and towns are reasonable under different scales of land use and whether the results are reasonable.Research conclusions:(1)The urban development boundary,as an effective means of managing towns,is a rigid boundary that controls the disorderly spread of construction land;The interior of the boundary includes the existing built-up areas and the necessary urban development land for future urban development;It can guide the rational layout of construction land,solve the contradiction between development and protection,and improve land use efficiency.(2)This paper studied the influence of four main elements of territorial spatial planning on the development boundary delineation of towns and got the following conclusions:the bearing capacity of water resources and the evaluation of suitability of town construction have less influence on the development boundary delineation of Otog Front Banner;the ecological protection red line and permanent basic agricultural land have weak influence on the development boundary delineation of industrial park,Olezhaoqi town and Shanghai Miao town,and have some influence on the development boundary delineation of Onsu town and Chengchuan town.(3)Analysis of the results of town boundary delineation:the predicted land scale of the low index is smaller than the current land scale,which seriously restricts the development of the town,and the town development boundary delineated by this index is unreasonable;The medium index has included all the current construction land in the development boundary,only some scattered construction land has not been included in the boundary,the proportion of new construction land in the four towns is 34.36%,sufficient development reserve land is reserved inside the boundary,the town development boundary meets the town development requirements,the town development boundary delineated by the medium index is reasonable;the high index can designate all the construction land into the development boundary of the town,and the scale of reserved development land is 0.73times of the current construction land,and the reserved development land is too much,and the development boundary of the town is unreasonable.(4)Analysis of the results of the delineation of the development boundary of the park:according to the low,medium and high indicators,the new land in the energy chemical zone is 11.28km~2,13.48km~2and 22.11km~2respectively,with the largest scale of allocated land;the new land in the fine chemical zone is 1.06km~2,7.05km~2and 11.66km~2,ranking second;the new land in the comprehensive industrial zone of Aozhen is 1.67km~2,2.98km~2and3.87km~2.When delineating the development boundary of the park,the current construction land is included in the development boundary,while sufficient development reserve land is reserved to meet the needs of the development of different industrial growth rates.It also indicates that the development of the park focuses on the energy chemical zone,but the scale of new land is large,which may not meet the requirements of the higher government to control the land,and the current amount of enterprises and industrial construction land in the park is small,so the development boundary of the park needs to be determined according to the development of industry in the park in the next five years. |
