Research On Guangzhou Urban Development Boundary Control Under The Background Of Territorial And Spatial Planning

The rapid development of economy and society has broken the coupling relationship between urban and natural space.The continuous expansion of urban scale has led to the rapid deterioration of the natural ecological background and the increasingly tense relationship between man and land.There is an urgent need to explore the sustainability of regional development from the perspective of ecological civilization.Under the background of the “three districts and three lines” delineation and control of the entire space in the territorial and spatial planning,The setting and management of the urban development boundary is an important policy tool for improving the urban development and ecological resource protection system.Therefore,studying the mechanism and mode of control over the opening of urban boundaries in the new era,and improving the effectiveness of control over development boundaries,constitutes the research foothold of this article.Based on the national land space use control policy,this paper takes the urban development boundary management and control system as the research object,and analyzes the spatial coordination and time rationality of the urban development boundary in the context of national land and space planning by analyzing the knowledge map of the literature in the development boundary field at home and abroad.The connotation of the three major attributes of the economics of development and development,as well as the mechanism of the development boundary in terms of management and control requirements,management and control methods,management standards,and direction of management and control.Finally,combined with the practice of Guangzhou urban development boundary delineation and management and control,from the four dimensions of goal-oriented,implementation-oriented,problem-oriented,and operation-oriented,it proposes a comprehensive,non-repetitive,and highly operable Guangzhou urban development boundary management system construction proposal.In order to optimize and enhance the effectiveness of the management and control of the development boundary of Guangzhou,it is also expected to provide references and ideas for the construction of the development boundary control system of other cities in China.The study concluded that:(1)The urban development boundary is not sufficiently integrated with the ecological civilization strategy proposed in the new era,beautiful urban and rural areas,beautiful land,three-life coordination,and urban development transformation.(2)In terms of development boundary delineation evaluation content,technology and tool use,highlight the traditional economic development efficiency and ecological quality assurance evaluation,but lack human-oriented visual landscape evaluation,health and comfort evaluation,and fair development rights evaluation.In consideration,there is also a lack of processes and channels for full public participation from the bottom up.(3)The delineation and management of the development boundary in Guangzhou still has unclear land ownership,poor management and control of development and construction in key areas,lack of scientific research on the rigidity and flexibility of the control boundary,complex and changeable content of village development and construction control,and government management The department lacks effective coordination mechanism and other issues.Based on the above main research conclusions,this article proposes the following optimization strategies for the control system of the urban development boundary in Guangzhou:(1)On the premise of clarifying the spatial structure of Guangzhou’s cities and towns,put forward a top-level design that connects with the macro level to promote coordinated regional development;at the meso level,you explore the rural boundary standards to prevent the spillover of urban growth;at the micro level,it stimulates the vitality of the urban and rural economy and guarantees the development boundary The right to fair development inside and outside.(2)Under the guidance of three levels of management and control objectives,build a four-in-one management and control system of "editing,controlling,evaluating,and adjusting" the urban development boundary.Specifically,it includes the planning and preparation system,the construction management and control system,the monitoring and evaluation system,the optimization and adjustment system,and the detailed implementation of the full-cycle management and control process and control requirements of the development boundary.(3)Based on the connotation of "three areas and three lines" under the territorial and spatial planning,improve the coordinated treatment plan of development boundary and ecological protection red line,permanent basic farmland and natural space,so as to clarify the control center and target of development boundary.(4)Propose a transmission optimization mechanism for the urban development boundary control system from four aspects: indicator control,bottom line control,use control,and time sequence control,so as to promote the smooth implementation of the development boundary control system and connect with the new era of land and space planning systems.
