Study On The High Quality Development Evaluation And Harmonious Regulation Model Of The Yellow River Diversion Area Of Henan Province

The Yellow River has always been "weak and diseased",with outstanding problems such as shortage of water resources,poor ecological background and unbalanced and inadequate development among provinces and regions along the Yellow River.In the new era,there are new requirements for the governance of the Yellow River.The new idea is to strengthen the construction of ecological civilization and take the road of high-quality development.However,from the perspective of the existing research progress,the research on "high-quality development" has just started,and the research on both methods and regulation models is relatively weak,resulting in few practical application results of high-quality development regulation,and it is unable to guide the region to the road of high-quality development scientifically and reasonably.Therefore,it is urgent to carry out high-quality development evaluation and harmonious regulation model research.Based on the research of "ecological protection and high-quality development strategy of the Yellow River Basin",this paper carries out the research on the harmonious regulation model of high-quality development.First,the fundamental problems existing in the study area are analyzed,and the mechanism of resource-ecology-economy-society system is clarified.Then,taking water resources as the main line,a systematic high-quality development evaluation index system was constructed,and a quantitative study on the level of regional high-quality development was carried out.Secondly,a harmonious regulation model of regional high quality development is constructed,and the key constraints affecting regional development are identified by the regulation model.Finally,the harmonious regulation model is applied to the high-quality development regulation of the Yellow River drainage area in Henan Province,which improves the level of regional high-quality development.The main conclusions are as follows:(1)Resources,ecology,economy,society in a unified whole of interdependence and mutual influence,at first,the resource-ecology-economy-social system is in a harmonious balance,in the continuous development,resources,ecology,economy,social subsystems continue to exchange energy and matter,the relationship between the subsystems is constantly changing,resulting in the old balance is constantly broken.Only when resources,ecology,economy and society and systems are harmonious and coordinated can a virtuous circle be established and high-quality development of the entire system realized.(2)During the ten years from 2011 to 2020,the overall high quality development level of the Yellow River diversion water demand area in Henan Province showed a fluctuating trend,rising from a low level(0.34)to a medium level(0.57).The high quality development level of cities in the Yellow River diversion area of Henan Province has obvious spatial differences.The high quality development level of central and eastern regions is higher than that of western regions,and the northern region is the worst.The growth rate of high quality development level of Zhengzhou was significantly higher than that of other cities,which increased from 0.41(medium level)to 0.71(high level).The change trend of other prefecture-level cities is less different and the growth rate is slow.(3)The development of resource-ecology-economy-society system is in a state of nonharmonious balance,and the contribution ratio of each system is quite different,but the system is developing towards a state of harmonious balance.The development level of resource subsystem is high,and its contribution to high-quality development is relatively large.Among all subsystems,the high quality development level of resource subsystem is always high,but there is a downward trend.The level of ecological,economic and social subsystems is not high,but it is rising.The current level of high-quality development still has much room for improvement and faces major challenges.(4)Based on the harmonious regulation model of high-quality development,the key constraints affecting the high-quality development of the Yellow River water demand area in Henan Province are identified,including water consumption per capita,energy consumption per capita,waste gas emissions per 10,000 yuan of industrial added value,carbon emissions per capita,the proportion of tertiary industry,per capita GDP,and the number of 10,000 medical and health workers.By adjusting the value of key constraints can effectively improve the level of regional high-quality development.(5)The model constructed in this paper can improve the level of high-quality development through the application of examples.Taking 2020 as the base year and through various scenario design and model regulation,the harmonious regulation scheme suitable for the yellow water demand area of Henan Province is found to be a comprehensive development scheme.After the regulation,the high quality development level of the Yellow River water demand area in Henan Province was raised from 0.57 to 0.8,a grade higher.
