Research On Government Supervision Of Power Supply Service Of Xuzhou Power Supply Company

As a basic component of the national economy,electricity complements economic development.In recent years,thanks to the rapid development of China ’s economy,relevant functional departments of local governments have taken the improvement of national happiness as the focus of their work,always adhered to the original intention of putting people ’s needs first,and are committed to continuously optimizing the environment of power operators and improving the quality of power supply services.Because of this,the relevant departments urgently need to transform government functions to cope with the rising demand for power supply service supervision,from passive to active.Innovate the concept of supervision,break through the shackles of previous " regulation " and try to change to the direction of "service." While ensuring the reliable and stable order of power supply services,the rights and interests of power users are put on the ground.We have obtained the latest report through a large number of questionnaires,interviews and relevant research results of the academic community,it can be found that the Xuzhou municipal government has made many remarkable achievements in the supervision of power supply service in the past few years : clarifying the main responsibility of the government supervision department,ensuring the fast and efficient supervision channels,and multiple measures to help the government supervision more reliable and solid and innovative supervision mode to make it more diverse.However,returning to reality,there are still many contradictions that cannot be ignored : the scope of participation in supervision is single,the social influence is not enough,the service evaluation for the supervision process is too one-sided,the tacit understanding between the two parties involved in supervision is insufficient,and the regulatory agencies do not play their due subjective initiative.The fundamental reason is that the existing regulatory system is still not mature and complete,the atmosphere of participation in supervision from all walks of life is not strong,the mechanism is not perfect,the division of responsibilities of relevant regulatory authorities is vague,and the sense of responsibility service is weak.By studying the progress made in electricity supervision in Japan and the United States,and comparing the practice of electricity supervision in some cities in China,we summarize many places worthy of our reference,including but not limited to the clear responsibility of the regulatory body and strengthening the supervision and accountability of the social public opinion of the regulatory body.Combined with the actual situation of Xuzhou Power Supply Company ’s existing power supply services,make full use of the above advanced experience,put forward the following suggestions : the government as the main body of supervision,overall management at the same time clear the division of responsibilities of various departments,the establishment of inter-departmental contact links,regular performance reporting;establish and improve the existing regulatory system,formulate detailed rules and standards for the scope of supervision,and optimize the service evaluation system;improve the system and regulations,regularly update the relevant provisions,and implement law enforcement;establish a multi-channel supervision mechanism,add fresh blood to the society,give full play to the active participation of power supply companies,and stimulate the enthusiasm of the general public to participate.
