| In recent years,as China’s economic growth has entered a new normal and the transformation and optimization of its development mode,the country has placed more emphasis on scientific and innovative development,resource optimization and environmental protection.State-owned enterprises play the role of "great country important instrument" and "central pillar" in the development of our socialist market economy.By regulating state-owned enterprises to fulfill their social responsibilities,local governments can not only promote state-owned enterprises to fulfill their social responsibilities,but also improve their social values.In addition,it can reduce social contradictions,which is of great significance for transforming the pattern of economic development,protecting resources and environment,and realizing sustainable social development.T power supply company,as a subsidiary of the State Grid Corporation of China,is one of the earliest state-owned enterprises to set up the special department of corporate social responsibility management,and the earliest to release the state-owned enterprise social responsibility report in our country.This paper takes T City government’s regulation of T power supply company’s performance of social responsibility as the research object,uses literature research method,investigation research method and case analysis method,combines government regulation theory,public governance theory and stakeholder theory,and analyzes the effect and problems of T City government’s regulation of T power supply company’s performance of social responsibility through investigation.It is found that by introducing rules and regulations,formulating incentive policies,strengthening process supervision and building a communication platform for stakeholders and other regulatory means,T power supply Company has achieved significant improvement in its awareness of fulfilling social responsibilities,effective relief of social public service pressure,vigorous development of social public welfare undertakings and effective improvement of public satisfaction.However,there are also problems such as unsound regulation system of T municipal government,unitary incentive policy,unstrict implementation of supervision mechanism and outdated and unitary propaganda mechanism.Therefore,this paper believes that the reasons for the above problems are mainly from four aspects:T City government’s weak consciousness of fulfilling its social responsibility in regulation,unclear functional positioning of relevant functional departments,imperfect regulatory legal system and not extensive publicity.To optimize T City government’s regulation of T power supply company to fulfill its social responsibility,The government of T City can promulgate targeted policies and regulations,formulate clear evaluation standards,strengthen supervision and improve the government publicity mechanism,so as to effectively improve the regulation efficiency of T City government on the performance of social responsibilities of state-owned enterprises and improve the modernization of local governance. |
