Research On The Problems And Answers Of Government Regulation In Power Industry In Hohhot City

Since the 1980 s,how the electric power industry can get rid of the monopoly control of the government and develop at a healthy and high speed in a market economy has become an important topic at present.Hohhot’s power industry has made certain achievements and even taken a leading position in China’s power industry.But the whole process of electric power reform also has certain problems,how to effectively solve these problems is Hohhot electric power reform process a need for in-depth discussion of the subject.The author of this paper combines years of experience in the electric power industry,and through the study of a large amount of literature,starts his research from the perspective of public management and focuses closely on the main line of government regulation in domestic electric power reform.Using literature analysis,empirical analysis and other research methods,the author identifies and analyses the outstanding problems in the process of Hohhot’s electricity reform in terms of insufficient regulation,fragmented and cross-functional regulatory bodies,weak legal basis for regulation,complex disputes over interests and limited marketisation.By analysing the five problems and drawing on the advanced experience of government regulation reform in the electricity industry in Sichuan and Hunan provinces,the paper argues that the quality of electricity reform work is directly affected by insufficient regulation,imperfect laws and regulations,disputes over interests,and limited marketisation.In this regard,countermeasures such as optimising and improving the scope of the functions of the regulatory authority,clarifying the scope of the functions of the regulatory organisation system,improving relevant laws and regulations,clarifying the scope of relevant interest subjects and establishing a perfect market system are proposed,with a view to further summarising the existing research results and providing a systematic theoretical reference for improving government regulation in the electricity reform in Hohhot.
