Research On The Emergency Management Of Large-Area Power Failure Of Xuzhou City Power Grid

With the stable and healthy development of China’s social economy,the demand for electric energy continues to increase.The scale of China’s power grid has increased exponentially in recent years,but at the same time,the complexity of the power grid system is also increasing,so ensuring the safe and stable operation of the power grid has become one of the major issues at present.Once a large area of power failure occurs,the production and life within the area will be seriously affected,the factory will be completely closed,and People’s Daily life will be affected.Therefore,it is necessary to attach great importance to the emergency management caused by large-scale power failure,and relevant measures must be taken to ensure the coordination between inside and outside of the government and quickly solve a series of problems caused by large-area power failure.At the present stage,China has accumulated a large number of successful experience and practices in emergency management.However,based on the perspective of public management,the research of emergency management to deal with the large area of power failure is not very much.In the national power grid,the task undertaken by Xuzhou power grid is very important,which is directly related to the smooth completion of tasks such tasks as "power transmission from west to east".At present,Xuzhou power grid has formed a power supply network with 500 kv substations and regional main power plants as the support,and 220 k V power grid as the regional backbone network.Power grid covers 11 counties,once the occurrence of widespread power outage,the jurisdiction of the people’s work and life will be seriously affected,for transportation,water supply,power supply and communication will cause serious impact,will also have great influence on economic construction,will affect the lives of people at the same time,serious can also be a threat to national security and social problems.In the system on the basis of dynamic research at home and abroad,from the emergency management and large area outage,full use of collaborative governance theory and other related theory exploration,accordingly designed a questionnaire,and carried out the survey,the questionnaire results and data of a detailed analysis,explains the current Xuzhou large area blackout emergency management,including emergency support and organization and so on.Based on the analysis of the survey results,a series of problems and weaknesses in the emergency management of large-area power failure in Xuzhou are clarified.Such as insufficient coordination and linkage capacity and insufficient emergency support capacity.According to the theory of emergency management,analyzes the root cause of these problems,and put forward the targeted strategy,improve the mass blackout emergency coordination linkage control system,strengthen the construction of coordination system,ensure the safety of regional power supply,reduce unnecessary personnel and property losses,guarantee the high quality of economic and social development.
