| Electricity supply is related to the country’s livelihood and thousands of households,and plays an important role in promoting common prosperity,revitalizing the countryside,ensuring people’s high quality of life,and realizing Chinese modernization.Since the19 th CPC National Congress,with the in-depth implementation of the concept of carbon neutral carbon peak,the trend of energy conservation of energy and electricity is becoming more and more obvious,power outages and power restrictions occur from time to time,how to ensure the supply of electricity in this environment has become a key task,the public as a direct perception of electricity security groups,the concern for the work is also rising,the power industry as a natural monopoly industry,need to be in As a natural monopoly industry,the power industry needs to be regulated by the government in order to develop smoothly and orderly,and to provide better power supply and serve the public.Therefore,this paper focuses on the government regulation strategy of electricity supply guarantee in Wanzhou District,Chongqing.Wanzhou District is the only municipal administrative region in central China where two power grid companies jointly supply electricity,and because of its special characteristics,the relevant governmental regulatory departments have carried out a lot of regulatory work on the security of electricity supply in this area,and achieved certain results,but there are inevitably some problems.What this paper aims to study is that in the new period of governmental function transformation,under the background of "management and service",it summarizes the ways and means of supervision adopted by the government,affirms the effectiveness of supervision carried out by the governmental supervisory departments on the electricity supply guarantee in Wanzhou area,and at the same time digs into the problems and problems of the governmental supervisory departments in carrying out the local electricity supply guarantee through various research methods.At the same time,we use various research methods to explore the problems and causes of the governmental regulatory departments in carrying out the local electricity supply guarantee work.This paper adopts case study method and semi-structured interview to analyze the situation of governmental supervision of electric power supply in Wanzhou district and analyze the problems of governmental departments and professional supervisory agencies,the backwardness of supervision and evaluation system,and the lack of social governance.And then from the play of government supervisor,coordinator,law enforcement and other roles as a starting point to find the deepening of government supervision of electricity supply security to improve the strategy,in strengthening the administrative management,innovative ways and means of supervision of electricity supply security,deepening the effect of the policy system and the formation of multi-party co-management regulatory mechanism to increase the improvement,and promote the implementation of the ground.This urgently needs the government units to increase supervision,effectively grasp the supervision and management of power supply security,but also needs the local enterprises mass cooperation,more need to look upward,explore the problems in the energy regulatory system,prudent to put forward more specific strategies to enhance. |
