The 14 th Five-Year Plan for National Economic and Social Development and the Outline of the 2035 Vision Goals have been released,which is the plan and action guide for China’s future economic and social development.It clearly calls for the active development of general aviation.Under the new development pattern of great domestic cycle as the main body and mutual promotion of domestic and international cycle,general aviation can provide strong support in serving national strategy,economic development transition,developing new formats and meeting people’s needs,and it has become a great blue ocean market for our economic development in the future.In order to seize the historical opportunity of general aviation development,meet the demand of general aviation in Gansu Province and the surrounding areas,further promote the optimization and adjustment of local industrial structure,and improve the quality and efficiency of economic development,GS Aviation Investment Group came into being.At present,the enterprise is in the growth stage.How to enhance the development momentum and quality efficiency of the enterprise in the increasingly fierce market environment,so as to overcome the profitability difficulties,poor efficiency,insufficient hematopoietic ability and other practical problems,is an important problem to be solved urgently.The purpose of this thesis is to study the development strategy of enterprise navigation industry.The research methods include literature research,statistical analysis,investigation and so on.The theoretical basis mainly involves enterprise strategic management,development strategy and integration strategy theory.Specific research process: Firstly,from the four aspects of enterprise resources,capability,culture and operating status,a comprehensive analysis of the internal environment of the enterprise is carried out,PEST model,Porter’s five Forces model and other tools are used to carry out in-depth analysis of the external macro environment of the enterprise,and identify the key internal and external factors affecting the development of the enterprise.Then,the EFE matrix is used to quantify the external factors,and a weighted score of 2.80 is obtained,indicating that the external opportunities exceed the threats.The IFE matrix is used to quantify the internal factors,and a weighted score of 2.65 is obtained,indicating that the internal advantages are greater than the disadvantages.Finally,SWOT matrix was used to sort out,summarize and analyze the key influencing factors,and 21 types of strategic alternatives were developed,and QSPM matrix was used to optimize the scheme.The attractiveness score of integrated development strategy was the highest through quantitative analysis,which was 5.8points.Therefore,the final determination of the company’s aviation industry development to adopt the integration strategy.In order to successfully implement the enterprise integrated development strategy,three strategic implementation measures were formulated,including building infrastructure system,building service guarantee network and extending the navigation industry chain.Seven strategic support measures were put forward,including management mode innovation,capital and technology investment,public relations guarantee,and three strategic control measures,including safety management,budget control and strategic evaluation.Finally,ensure the implementation of enterprise development strategy and promote the high-quality sustainable development of enterprise aviation industry.
