In 2017 NO.19 legal document released by the general office of the state council on promoting the sustainable and healthy development of construction industry opinions,points out that the development of China’s construction industry "big but not strong,supervisory system and mechanism is not sound,backward construction organization,building design level needs to improve,quality and safety accidents have occurred more violation behavior,market and enterprise core competitiveness is not strong,workers skills quality",etc.It can be seen that China’s construction industry and even the construction market are facing great governance dilemma.From the perspective of governance implementation mechanism,the management of construction market dilemma is not in the market,the government,the third party of any one party can solve,this needs to be in the construction market in our country to build up the new pattern of common governance.In 2018,on the other hand,the party’s 19 th report pointed out "creating a new era of social governance with co-governance,co-construction and co-sharing","improving the socialization,legalization,intellectualization,professionalization of social governance has become the basic requirement of China’s new era of governance system.It also gives the connotation of the time to building the social governance system and building the social governance system in the construction market governance in China.Under such a background,based on the building construction market good governance as the goal,social work to realize the construction market in our country existing governance environment,the construction market,taking the research of the system of social work how to construct the construction market.The conclusions include:(1)the construction market governance in our country has the problem of market failure,government failure,and the third party failure phenomenon,which provides the practical and theoretical basis for the urgency and necessity of social co-governance for the construction market.According to current situation of the governance of construction market,based on pluralism and nationalism,found that "cooperative governance" and "contract governance" is the key of building the system of social co-governance to build governance mechanism.(2)"participants governance" is the most ideal cooperative governance model,and the "the leading center of governance model with the network centric degree to reduce" and "external governance model with network manager of correlation to decrease" is also feasible mode selection.This provides a theoretical basis for the formation of the social governance system in China’s construction market.(3)the contract governance is the basis of clarifying right and liability and interest problem,combining the government,the market and third party to establish a systematic and institutionalized channels,to build co-governance ability in the social co-governance mechanism.(4)public trust is the basic means to realize social co-governance legalization,to build public trust system.usufructuary right system,establish and perfect the procedural rights of legal system building,will provide the fundamental guarantee for social co-governance legalization.
