In the background of "carbon peak,carbon neutrality",a large number of distributed photovoltaic,wind power,charging piles and other access will bring new opportunities and challenges to the distribution network engineering.In this macro environment,it is an important way for the power companies to further improve the business skills of professional and technical staff and thus enhance the overall strength by strengthening human resource management.The business scope of Huashen Electric Power Design Co.,Ltd.is wide and professional,and it is extremely important to improve and update the industry skills of the company’s employees,but at this stage,there are still some problems in the training of professional and technical personnel.The company does not have a systematic training program for professional and technical personnel,the professional and technical training content is loose and unsystematic,and the training courses arrangement has the characteristic of lag and passivity,and lack of scientific and effective training demand analysis,training implementation tracking and training effect feedback.Therefore,it is urgent to design the training system for professional and technical personnel of core business departments of Huashen Electric Power Design Co.,Ltd.In this paper,through the analysis and research on the development of professional and technical personnel training and training problems of Huashen Electric Power Design Co.,Ltd,according to the theory and method of training system design,we have designed a training program for professional and technical personnel of Huashen Electric Power Design Co.,Ltd.,so that the training can better adapt to the needs of professional and technical personnel growth and industry development,and the training effect will be effectively transformed.In this paper,we have combined Goldstein’s three-level model and the training demand performance gap model constructed by Tom W.Gott to establish a scientific and effective demand analysis system for professional and technical personnel for Huashen Electric Power Co.,Ltd.On the basis of full analysis of training demand,we have strengthened training delivery through job experience extraction technology and coaching technology,optimized training program design,and established a set of scientific and complete training program for the company’s professional and technical personnel.Furthermore,we have tracked the effect of program implementation.Finally,we have used Kirk-Patrick four-level assessment model and Staverbim’s CIPP model to establish training evaluation feedback and incentive mechanism to achieve a virtuous cycle of the whole training process.Through the above ways,we have solved the existing problems of professional and technical personnel training in Huashen Electric Power Design Co.,Ltd.,promoted the optimization and upgrading of the company’s training system,and maximized the training effectiveness.
