Overall Plan For Rural Revitalization Of Characteristic Conservation Villages

In 2018,the State Council issued the "Rural Revitalization Strategic Plan(20182022)",proposing the concept of characteristic protected villages,which has typical guiding significance for the classification work of the vast number of villages in China and also provides direction for the corresponding planning of villages in China.At present,there are a large number of heritage loss issues in many characteristic protected villages in China,as well as the unreasonable development and destruction of natural resources.It is urgent to count and protect the characteristic resources and value of villages in order to meet the needs of the development of characteristic protected villages.Firstly,the paper aims to explore the overall planning plan for rural revitalization of characteristic protected villages,analyze the current research status at home and abroad,and summarize the need for characteristic protected villages to improve their living environment,combine the commonalities and personalities of rural revitalization development,identify characteristic resources,prioritize characteristic protection,and then select resource industry development models based on advantageous resource types;By comparing various concepts and characteristics related to rural revitalization,analyzing the connotation and problems of rural revitalization and characteristic protection villages,the coupling relationship between characteristic protection and rural revitalization has been summarized.Sort out and classify domestic and international research,determine the characteristic resource components of characteristic protected villages as natural resources,cultural resources,and industrial resources,and propose five strategies for characteristic protection.In addition,the buildings,structures and ancient and famous trees in the village are rated,and the ones that meet the standard are selected as one of the ecological sensitivity impact factors for quantitative analysis.The analytic hierarchy process and Delphi method are used to determine the weight of the impact factors,providing data support for characteristic protection.Secondly,taking Mujiao Village in Huaihua City,Hunan Province as a case study,the characteristic resources of Mujiao Village were identified and classified,and different ecological sensitivity distribution areas were calculated.The characteristic protection grading areas were delineated,and different planning strategies were adopted.Based on the classification of Mujiao Village’s characteristic resources,the overall strategy for the development and grading protection of characteristic protection villages under rural revitalization was proposed.Under the guidance of policies related to rural revitalization,with the overall positioning of creating a "demonstration village for characteristic protection of rural revitalization in low mountain and hilly areas of central and southern China and an ecological health and leisure tourism destination",the overall plan for rural revitalization of Mujiao Village has been formulated.The special plan for rural revitalization of Mujiao Village has been carried out from five aspects:"prosperous industry,livable ecology,civilized rural culture,effective governance,and affluent life",and the benefits have been evaluated,According to the requirements,we will comprehensively improve the development level of Mujiao Village,protect its unique resources,and enhance the happiness of the villagers.Finally,through the research of this article,the following results were obtained:(1)The coupling relationship between rural revitalization and characteristic protection villages was elaborated,and the development points and paths of characteristic protection villages were determined.(2)Classified and summarized the composition of characteristic resource elements in characteristic protected villages,innovatively quantified characteristic resources as ecological sensitivity evaluation indicators,and proposed corresponding protection strategies.(3)Combining characteristic protection planning with rural revitalization planning,and taking Mujiao Village as an example for overall planning and design based on the characteristics and resources of low mountain and hilly areas.
