Issues concerning agriculture,rural areas and farmers are fundamental to the national economy and people’s livelihood.General Secretary Xi Jinping proposed the strategy of rural revitalization and development in his report to the 19 th National Congress of the Communist Party of China(CPC),and has always made addressing issues related to agriculture,rural areas and farmers a top priority in the work of the whole Party.Technological and information-based construction of villages and towns is an important part of rural revitalization strategy,digital rural construction and socialist new rural construction.It is the objective need of rural modernization development,and it is also an important measure to narrow the gap between urban and rural areas,realize the overall planning and integrated development of urban and rural areas,and achieve social equity.Currently many areas in the process of rural informatization construction,to a large number of complex data of villages and towns that still uses the isolated way of electronic file storage,data is difficult to make a comprehensive query,summary,and statistics,the same index under different statistical caliber often need to repeat entry,information is difficult to make full use of the management and guidance.Although some cities have established village and town information management systems,they cannot play a full role and waste a lot of effective resources because of problems in design,practicability and current situation.In response to the above problems,this article uses the rural revitalization strategy as the background to carry out the top-level design of village and town informatization construction.Taking Jinan as an example,it created a village and town planning and construction information database,designed and developed Jinan’s village and town planning and construction information management system and rural mobile apps.The key technology in the process of system construction was researched and discussed.The main content of this research includes the following aspects:(1)Taking the rural revitalization strategy as the background,we carried out the top-level design of village and town planning and construction informatization and proposed the“2+3+4+5+6” model of the top-level design of village and town informatization,including 2systems,3 structures,and 4 Requirements,5 goals and 6 principles,this design plan can provide reference for the informatization construction of villages and towns in other regions.(2)In view of the fact that traditional raster slicing technology cannot meet the requirements of rapid rendering,real-time update,and diverse expression of geographic information data in villages and towns,this research uses vector slicing technology to manage geographic data in villages and towns,with the help of vector map tile visualization display and Web GL graphics rendering,to realize the rapid rendering and diverse expression of vector slices on the Web and mobile terminals.(3)For the security and efficiency requirements in the process of information transmission in villages and towns,this paper puts forward a mechanism of information security transmission in villages and towns based on hybrid encryption algorithm,which combines the efficiency of3 DES encryption algorithm with the high security features of RSA algorithm,and provides guarantee for the transmission of information data in villages and towns.The technical framework of automated approval process for village information is established,and the business process model for village information based on activity workflow is created to realize the integration and automation of the approval process for village information.(4)Based on the top-level design of information technology for village planning and construction,and supported by the above key technologies,the system design and implementation are carried out.The basic information database and basic Geodatabase of villages and towns are designed and created.Based on demand analysis and function design,the planning and construction information management system and mobile APP for villages and towns in Jinan are developed.The construction of the information management system for the planning and construction of villages and towns in Jinan City can improve the informatization and technological level of the management of villages and towns in Jinan City,promote the sharing and sharing of information on the planning and construction of villages and towns,and provide a basis for the planning and construction of Jinan City.The design and implementation of the system provide a reference for the informatization construction of other cities and towns in the country and provide new solutions for narrowing the gap between urban and rural areas and realizing the overall planning and integrated development of urban and rural areas under the background of rural revitalization strategy.
