| The No.1 document of the Central Government in 2023 points out the need to strengthen the construction of water conservancy infrastructure and help promote the work of rural revitalization.The 16-word water policy proposed by General Secretary Xi,the general keynote of the new phase of water development and reform,and high-quality development all put forward new requirements for the development of the water conservancy industry.In addition,the water conservancy industry has proposed standardized management requirements to improve the level of management and promote the effectiveness of the project,as well as a new starting point for the comprehensive evaluation of water conservancy projects.China attaches great importance to the "three rural" work,and has invested a lot of money in water conservancy infrastructure,building tens of thousands of reservoirs,of which the number of small reservoirs occupies as much as 90%.This shows the importance and necessity of comprehensive benefit evaluation of water conservancy projects;it is not only helpful to grasp the project benefits,assess the effectiveness of the work,and improve the overall efficiency of the project;at the same time,it can improve the analysis and decision-making ability,and provide a basis for project investment decisions and renovation and upgrading;it can make the comprehensive benefit evaluation work open and transparent,respond to public questions and accept supervision,and enhance the credibility.Through the analysis of the current research results,we found that most of the studies are comprehensive evaluations of large and medium-sized water conservancy projects,but less on small water conservancy projects(small reservoirs),and mostly on ecological,environmental,social and economic aspects,and even less on the evaluation of human impact factors.This study takes sustainable development theory,human-earth relationship theory and human-centered concept as the starting point and focus,and selects the representative small water conservancy project Yingwu reservoir as a case study,and selects the human-influencing factors.Based on the comparison and analysis of the existing research results,through expert interviews,combined with the actual subject of the study,the relevant national industry policies and technical standards,the human-influencing factors were converted into "standardized management",and a comprehensive benefit evaluation index system was established using hierarchical analysis;the system contains one comprehensive benefit of Yingwu reservoir in Jingtai County The system contains one target layer,four criterion layers,including standardized management,ecological and environmental benefits,social benefits and economic benefits,12 primary indicators,including safety management,water resources utilization,public participation and direct economic benefits,and 38 secondary indicators,including safety identification,water resources utilization,public support rate and investment return rate.Then a fuzzy comprehensive evaluation model was constructed in combination with the fuzzy comprehensive evaluation method to conduct an empirical study on the comprehensive benefits of Yingwu Reservoir.After a lot of calculations,the evaluation grade of comprehensive benefit of Yingwu reservoir in Jingtai County is "excellent",and the evaluation grades of standardized management,social benefit and economic benefit are also "excellent",and the evaluation grade of ecological and environmental benefit is "Good".Poverty alleviation and income generation,soil and water conservation,population health and quality of life,water conservation measures,water supply and irrigation benefits,etc.These indicators account for more than 40% of the impact on the comprehensive benefits,is a key control indicator factors;but improve the regional investment environment,optimize the industrial structure,restoration of ecology is also a key factor to be considered for long-term green development.Yingwu reservoir can take targeted measures to make up for the shortcomings and improve the overall benefits;it can also provide reference for the comprehensive evaluation of small water conservancy projects and provide a reference basis for the development of technical standards for the comprehensive evaluation of small water conservancy projects. |
