Research On The Evaluation Model Of Comprehensive Benefits Of Fishing Boats

With the continuous development of fisheries,the standardization of fishing vessels has been highly concerned by the fishery authorities.Fisheries companies and shipbuilding companies have generally recognized that environmental protection,safety and economy are the main directions for the development of fishing vessels in the future.Therefore,the research on the comprehensive benefit evaluation method of fishing vessels will effectively solve the problems of blind development of fishing vessels,unreasonable ship type and high safety hazards in the new situation,which is conducive to the healthy and sustainable development of fisheries,and also promotes and popularizes the fishing boat type.It has important reference and guiding significance.This paper adopts the combination of theoryand research,and focuses on the comprehensive benefit evaluation of fishing vessels.Firstly,it summarizes and analyzes the development of fishing vessels and offshore fishing in China in the past ten years.Secondly,it expounds the concept,function and process of comprehensive benefit evaluation for fishing boats.The comprehensive benefit evaluation work laid the theoretical foundation;then,based on consulting more than 20 experts such as colleges and universities,fishery enterprises,ship inspection agencies,shipyards,fishing boat design units,the target layer,the factor layer and the indicator layer were constructed.The comprehensive benefit evaluation system of the fishing boat.The target level is the comprehensive benefit of the fishing vessel,which is used to reflect the overall level of the comprehensive benefits of the fishing vessel;the factor layer reflects the attributes of the comprehensive benefits of the fishing vessel from different angles,including “economic”,“safety” and “environmental protection”;It consists of 10 indicators including input,output,and investment recovery period.According to the intrinsic correlation between each indicator and the comprehensive benefit of the fishing vessel,combined with the expert's investigation results on the weight of each index,the weight distribution of each evaluation index is determined by the analytic hierarchy process.Then,according to the feedback from experts,each index is divided into three levels of “good”,“medium” and “difference”,and the evaluation criteria of each level of each index are determined.The fuzzy comprehensive evaluation method is used to study and determine that each evaluation index corresponds to each The membership function of the hierarchy is constructed to build a comprehensive benefit evaluation model for the fishing vessel.Finally,in order to verify the scientific and rationality of the model,three overseas fishery companies were visited and investigated.Considering the representativeness and difference of the samples,three sample fishing vessels with different fishing objects and different operating sea areas were selected,and the comprehensive construction of this paper was used.The benefit evaluation model carried out a comprehensive evaluation of the three sample fishing vessels.The results show that the comprehensive benefit evaluation index system and the comprehensive benefit evaluation model of fishing vessels constructed in this paper have good scientific,feasibility and objectivity,which can provide reference and reference for the development of fishing boats and fisheries in China.
