Guanzi said: water is "the origin of all things,and the imperial clan of all beings".Chinese civilization should be born of water and coexist with it,Water and water conservancy have always been the foundation of national prosperity and prosperity.At present,small reservoirs account for about 95% of the total number of reservoirs in China.These small reservoirs play a significant role in resisting floods and droughts,ensuring industrial and agricultural water use,improving rural livelihoods,and maintaining the ecological environment.How to effectively manage small reservoirs and improve their management and protection level is particularly important.Since 2019,Jiangxi Province has comprehensively implemented standardization of water conservancy projects throughout the province,and the assessment of water conservancy project standardization has been implemented for more than three years.However,in the process of standardized management scoring and assessment of small reservoirs,it was found that there are still many problems in the current indicator system,such as the assessment cannot reflect the true level of management and cannot reflect management differences.Therefore,exploring and optimizing the standardized indicator system for small reservoirs has urgent practical significance.Firstly,this article reviews the current situation of water conservancy engineering management and protection at home and abroad,and conducts theoretical research on standardized management and scoring indicators,analytic hierarchy process,and fuzzy comprehensive evaluation methods for water conservancy engineering,small reservoirs,and small reservoirs.Secondly,through literature review,expert consultation,frontline research,and analysis of the scoring indicators for the operation and management of small water conservancy projects,combined with the comparison between the standardized management scoring results of small reservoirs in Poyang County,Jiangxi Province in the past two years and the actual operation and maintenance situation,it is discovered that the existing scoring indicator system has problems such as deviation from the assessment objectives and unreasonable weight setting.Then,based on the principles and ideas of the Balanced Scorecard,the current scoring index system for standardized operation and management of small reservoirs is optimized in various aspects such as scoring dimensions,scoring indicators,weight settings,and evaluation methods.Finally,based on the AHP fuzzy comprehensive evaluation model,an empirical study of the standardized indicator evaluation model for water conservancy engineering in Jiangxi Province was conducted,with a small reservoir in Poyang County,Jiangxi Province as the research object.The evaluation results were analyzed and summarized.Three suggestions are proposed through the optimization of standardized evaluation indicators for small reservoirs。Firstly,based on the current situation of water conservancy projects in our province,classification,item by item,and gradual development of evaluation standards should be carried out to clarify the missing items;Secondly,it is recommended to increase the scoring weight of the quality of engineering management entities and reduce the scoring values of various documents and materials;Thirdly,in order to adapt to the current situation of strong national water conservancy supervision,it is recommended to study and formulate a regulatory system for "inspection,recognition,modification,and punishment" of standardized management work in our province.
