Electric power is an important energy to support China’s social and economic development.The power grid construction in China has developed rapidly in recent years.,and the risk management of power engineering projects has attracted much attention.The power transmission and transformation project is an important part of the power engineering project,with high technical difficulty and large capital investment.Once the risk occurs,it will not only bring incalculable losses to the project construction unit,but also affect the development of residents’ lives and social economy.Thus,power construction enterprises shall attach great importance to the risk management of power transmission and transformation projects.Compared with large-scale power grid projects of 110 k V and above,the 35 k V HD power transmission and transformation project belongs to small and medium-sized power transmission and transformation projects,and its influence scope is relatively small,which leads to insufficient attention of the construction unit,and there are many security risks such as inadequate resource investment and construction management measures,so it is urgent to optimize the risk management level of this project.In this paper,the 35 kV HD power transmission and transformation project is taken as the research object,this paper carries out research according to the idea of risk identification,evaluation and countermeasures,and uses the analytic hierarchy process and fuzzy comprehensive evaluation method to complete the risk identification and evaluation of the project,which provides a reliable basis for proposing countermeasures for risk management of the project.The research results show that there are four kinds of risks in the 35 k V HD power transmission and transformation project: economic risk,management risk,technical risk and environmental risk.The comprehensive risk level of the project is medium risk,of which the management risk level is high risk,the environmental risk is low risk,and the market risk and technical risk are medium risk.According to the risk identification and evaluation results of 35 k V HD power transmission and transformation,this paper holds that the response to economic risks should improve the project cost management system by paying attention to the changing trend of macroeconomic policies and the changing market demand;In response to management risks,it is necessary to establish a good communication mechanism between departments,improve the contract management system of the project,and optimize the human resources management system;The response to technical risks,we should strengthen the demonstration of technology in the early stage of construction and the construction technology inspection in the construction stage,make sure we do the acceptance and maintenance of mechanical equipment,and formulate technical specifications and standards scientifically;In response to environmental risks,the project route should be scientifically selected and the demolition compensation should be done well.
