With the development of economy and society, the power,as the main force to promote economic developmen,has developed rapidly.But the power transmission project construction has made great achievements and accumulated valuable experience, meanwhile,due to the impact of the economic system and management methods, it has mad s the transmission and transformation electric project in the presence of all the disadvantages of building management systems, models and methods. Zhejiang province is one of China’s economy provinces, the development of power transmission project has been leading positionin the country, and promoted the construction of the Zhejiang Power Developmenteffectively. The construction of power transmission projects on local political, social and significant economic benefits, but generally huge investment, long construction period, technical complexity, construction methods and constraints are more involved in the planning, design, construction, supervision and other aspects, uncertainties affect its construction and economic benefits of many of these factors are often influenced by political, technical, economic, social, natural, and many other objective conditions, with great unpredictability and randomness, it has made the power transmission project to be a big risk. So it’s of great significance to evaluate the risk of the transmission and transformation project.Research work of this paper is expanded in the background of this context. Firstly, a lot of reading to understand the literature research status at home and abroad is done, and then it’s to analysis the main risk theory, on the basis of in-depth study of the basic theory of project risk management, and further analysis and elaboration of the project risk management process. By focusing on analysis of 110KV transmission project risk evaluation index basic characteristics, based on this in-depth review and study 110KV transmission project risk classification and characteristics, it’s built an evaluation index system. Based on their strengths and weaknesses of fuzzy comprehensive evaluation, it’s combined with the characteristics herein risk assessment, using risk assessment based on 110KV Power Transmission Project Evaluation Model interval number of the project to construct a 110KV transmission project risk assessment model. Finally, with the view of the GUANHAI 110KV transmission project background information, it hasapplied research evaluation based view of the sea 110KV power transmission project fuzzy comprehensive evaluation model of interval number of project risks. This article will seclect the risk indicators of 110KV transmission project view, and then further determined in accordance with the order of importance 110KV transmission project view of the sea risk weights, the final view of the GUANHAI 110KV power transmission project combined with project-specific information on its risk evaluation and risk countermeasures proposed. Its Risk Assessment and Risk Strategies, by view of the GUANHAI 110KV transmission project, is to offer some reasonable and effective risk countermeasure for the risk management of 110KV power transmission project.
