Study On Government Supervision Management Of Highway Project Quality

Along with the rapid development of society and economic, highway construction in china has entered a period of rapid development and also made great achievements in the aspect of project quality. However, quality accidents still occur from time to time which seriously damage to the public interests of the masses of the people. The highway project quality is not stable yet to be further improved.China started to operate the government quality supervision policies in highway industry in the late 1980s. After the development of more than 20 years, the existing government supervision system which gradually matures has played a great and irreplaceable role in controlling quality effectively, and improving the entire standard of highway projects quality in China. However, with the development of the industry and the expansion of investment, the existing supervision model appears some unsuitable problems with the level of highway construction. Under the complexion, it is one of the exigent problems to solve that how to supervise the highway project effectively and assure the qualities of them and improve the level of highway construction. In view of this, the paper attempts to propose the reform measures of government supervision management of highway projects quality.At first, according to the status of government supervision management of highway projects quality in China, such as the supervision management system,rules, main contents and procedures, ways and means and so on, by analyzing the paper puts forward the current existing problems in the aspects of organizational structure system of the quality supervision organization, supervision control rules, supervision methods and so on, and introduces government supervision management model of the project quality in the developed countries, and makes comparative and analysis with our country's status in the aspects of supervision management models, quality supervision organization, supervision control rules and engineering insurance and secured rule. Then, based on an analysis of above two aspects, the reform measures are proposed in three aspects of quality supervision organization systems, supervision control rules and the methods of supervision; the evaluation indexes of construction quality action are proposed, and based on the better correlation between action quality and entity quality, quality action in the highway construction is analyzed by adopting Analytic Hierarchy Process and Fuzzy Comprehensive Evaluation. Evaluation of construction quality action scientifically and accurately is realized. The case analysis is carried on in combination with entity project, and the normal ways based on the evaluation of the construction quality action are summarized. At the same time, the measures for improving are proposed in the aspect of the macro government supervision of the projects quality, such as the improvement of the legal system, the standardize and training of the construction market, implementation and the establishment of the project insurance and guarantee rule, the establishment of incentive mechanisms and a credit system. Hoping that the measures could provide reference for the government supervision reform of highway projects quality in future in China.
