Study On Government Supervision Of Highway Safe Construction

For more than 40 years since the reform and opening up,the highway engineering construction in china has developed rapidly.Many high-quality highway engineering projects were created.It improved the travel modes,promoted coordinated regional development,and promoted national economic growth.At the same time,the problem of production safety appears because the highway engineering construction developed rapidly.It has caused widespread concern of the country and society.Safe production is a long-term basic national policy of the country.It take responsibility for safe production which is very important.As one of the responsible institution of highway engineering safety,the government supervision department is not compatible with the rapid development of highway construction.Therefore,it is significant to find out the problems and reasons of the government supervision about highway engineering safety.This thesis focuses on the government supervision of highway safety construction in Sichuan Province.It based on the theories of government regulation,risk management,and collaborative governance learned in public administration courses.The familiar highway project “A project” was selected as a case study to track the government’s specific measurement and procedures for project A’s safety construction process supervision while take in-depth interviews with the regulated party.Using the literature research method,case analysis method,interview method and comparative analysis,the current safety supervision is analyzed from three aspects: the main body,legal basis and method of the highway safety construction supervision.Due to the unclear responsibilities,asymmetrical confidence,and lack of autonomy in security supervision,the main body of the supervision model has low supervision efficiency.The basis of the supervision model and the site are separately.Vague definition lead to poor operability and lack of guidance and restraint in actual work.The supervision mode is backward,the supervisors are not professional,the task is heavy,the pressure is heavy,and the supervision effect is not good.Aiming to solve the problems existing in the supervision and innovation of safety supervision in Zhejiang Province and Jiangsu Province,this article proposes corresponding measurement according to its subject,basis,and method.Implement the responsibilities of each regulatory body with clear responsibilities,information sharing,provide security supervision autonomy,and create a win-win situation for multiple parties.Improve the science,applicability,and timeliness of corresponding laws and regulations.Strengthen the supervision force,build a professional supervision talent team,strengthen the information construction,and appropriately introduce third-party safety supervision.
