Research On Government Supervision Issues And Suggestions Of Highway Engineering Construction Quality In Chengdu

The construction quality of highway engineering is related to the vitality and development of the country and the vital interests of the public.The importance of ensuring the stability and reliability of the quality and durability is self-evident.With the rapid development of new materials and new technologies and the continuous deepening of the reform of government regulatory agencies,the government’s quality supervision model can no longer be widely adapted to the actual quality control requirements,and the contradictions have become increasingly prominent.How to scientifically and efficiently implement government supervision on the quality of highway engineering construction and improve the construction level of the project is one of the urgent problems that government regulatory agencies need to solve,and it is also the main purpose of this article.On the basis of systematically summarizing the theory of government regulation and total quality management,this paper puts forward the basic theoretical research framework of government supervision of highway engineering construction quality.Under this framework,carefully comb the current characteristics of the government supervision of highway construction quality in Chengdu,combined with in-depth research and interviews,it is concluded that the current government supervision of highway construction quality in Chengdu has overlapping organizational systems,incomplete sources of legal systems,and supervision objects.Problems such as incomplete coverage of regulatory content,low regulatory efficiency,and unsatisfactory evaluation of regulatory effects are due to the relative lack of regulatory systems,the lag in the formulation and popularization of laws and regulations,the limitations of regulatory agencies themselves,and the relatively single regulatory approach,The degree of social participation is not high,and the interaction of multiple factors has led to the need for improvement in government supervision of the quality of highway construction in Chengdu.After comparing the advanced government supervision experience of highway construction quality at home and abroad,it is found that the characteristics of the first-mover areas basically include a sound legal and regulatory system,clear regulatory authority responsibilities,full coverage of quality supervision organizations,and diverse supervision methods and methods.The implementation of the whole-process quality supervision.these distinctive experiences provide a good perspective for the next step improvement of the government supervision of highway construction quality in Chengdu.Based on this,the author proposes that the government supervision of highway construction quality in Chengdu can start from a sound supervision system and a scientific supervision model;improve the legal system,strictly and fairly enforce the law;improve the quality of personnel,strengthen the professional construction of the team;enrich the supervision methods,and promote the improvement of supervision efficiency.In order to ensure the continuous and stable improvement of the quality of highway engineering construction in Chengdu,it also provides a possible direction for the government supervision and reform of the quality of highway engineering construction in my country.
