Study On The Quality Supervision Of PPP Mode Expressway Project Construction By The Government

Since the reform and opening up in 1978,the construction of highway and other transportation infrastructure in China has developed rapidly,and the construction of highway has made brilliant development and remarkable achievements.In 1984,China began to build the first expressway,which stimulated the rapid development of the expressway in China,and greatly promoted the rapid development of the transportation infrastructure in China.The construction of the expressway has also brought great impetus to the economic development,social progress and people’s livelihood improvement since the reform and opening up.However,with the continuous expansion of the scale of highway construction in recent years,the problem of engineering quality in highway construction is also frequently exposed.At present,the quality supervision mode of highway construction in our country is "government supervision,social supervision and enterprise self inspection".In the traditional highway construction invested by the government in the past,this form of project construction quality supervision mode is very suitable and effective.In recent years,in the field of highway construction in China,PPP(Public-Private Partnership)financing mode has sprung up.This new project construction mode brings new difficulties to the quality supervision of highway construction by the government.Because the social investors in the project often have the characteristics of the role of the construction unit,and the social supervision is managed by the SPV company bidding,which makes the traditional mode of the highway construction quality supervision of the Chinese government inadequate.This paper studies the characteristics of the quality supervision of the domestic PPP mode expressway construction project,and analyzes the necessity of the government to carry out the quality supervision of the project construction and the importance of the government to establish a reasonable incentive mechanism by using the principal-agent theory and game theory.This paper analyzes the characteristics of quality control of highway construction projects in PPP mode in China,and on this basis,analyzes the deficiencies of quality supervision of highway construction projects in PPP mode in China.In this paper,by summarizing the development history and experience of the American and Japanese governments on the quality supervision of highway construction projects,we find out the enlightenment to the quality supervision work of our government.Finally,in view of the deficiencies found,the paper points out that our government should establish and improve the quality supervision system of the government and improve the work efficiency of quality management and supervision from the aspects of strengthening the construction of the rule of law,strengthening the implementation and supervision of the quality responsibility of participating units,improving the credit evaluation management system,establishing a reasonable incentive mechanism and strengthening the construction of quality supervision team.Through these measures,the government can better manage the quality of PPP mode highway construction projects,ensure the level of quality control work of all parties involved in the construction,and build a good market environment for highway construction,so as to improve the quality level of highway construction in China.
