Research On Government Regulation Of The Power Industry In Yinchuan City

The power industry involves the national economy and people’s livelihood.It not only has an extremely significant impact on social and economic development,but also is widely distributed in various fields of human life.It is an irreplaceable and abandoned commodity.With the further promotion of the deepening reform of China’s electricity market,inadequate regulation of the electricity market is a common problem,leading to the emergence of unfair phenomena in the electricity market.As a type of social public service with strong monopolistic nature,the government must strengthen its regulatory management.This article takes Yinchuan City as the research object to study government regulation in the power industry.Firstly,an overview of the research background and significance,domestic and international research progress,research content and methods was provided.Relevant concepts such as the power industry,government regulation,and government regulation in the power industry were elaborated,and relevant theories such as government regulation theory and natural monopoly theory were clarified.Secondly,an analysis was conducted on the evolution of the government regulatory system in the power industry and the regulatory situation in Yinchuan City.It was found that there are problems in the government regulation of the power industry in Yinchuan City,such as unclear functions of the power regulatory department,incomplete power constraint mechanisms of the regulatory department,insignificant regulatory effectiveness,and outdated regulatory technology.These problems are mainly caused by the inadequate implementation of regulatory concepts by relevant departments,incomplete laws and regulations on power industry regulation The unclear division of labor system in government regulation and the slow progress of government regulation informatization construction in the power industry are reasons for this.Finally,in response to the existing problems,the government regulatory optimization measures for the power industry in Yinchuan City are mainly proposed from the following four aspects:first,reasonable planning of the functions of the power regulatory department.Clarify the relationship between various regulatory departments in the power industry and scientifically divide the powers and responsibilities of regulatory departments;Secondly,improve the mechanism for supervising and constraining government power.Improve the legal and regulatory system for the supervision of the power industry,and improve the mechanism for government power supervision and restraint;Thirdly,improve the balance of government regulatory effectiveness.Comprehensively consider regulatory work,strictly supervise construction,and strengthen safety supervision in the power industry;Fourthly,strengthen the informationization construction of government supervision in the power industry.Strengthen the construction of regulatory information technology tools and strengthen information technology construction.And corresponding security measures have been provided from the perspectives of system,concept,organization,and social forces.This article provides an in-depth discussion on the supervision and management of the power industry in Yinchuan City.It not only summarizes the general laws of the supervision and management of the power system in the northwest region of China,but also provides useful reference for the deepening of the reform of the western power grid in China.
