Study On Unpaid Wages Of Migrant Worker In Construction Industry In Dalian From The Perspective Of Government Regulation

Since the reform and opening up,with the rapid development of China’s economy and society and the rapid progress of urbanization,a large number of rural surplus labor force with the "longing for a better life" into the city for work;Subsequently,a group with a strong historical imprint--migrant workers began to appear in the process of China’s social and historical development.The contribution of migrant workers to the promotion of China’s economic and social development and urban construction is beyond doubt;However,the labor disputes of migrant workers,especially the salary disputes,and a series of social problems caused by them cannot be ignored.It is not easy for migrant workers to leave their hometowns and obtain employment opportunities in cities.But what is more important is how to guarantee migrant workers’ due income,especially economic income.Construction industry is an important industry for migrant workers,and construction industry is also an industry with high incidence of wage arrears for migrant workers.Therefore,solving the problem of migrant workers’ back pay in the construction industry not only concerns the protection of the rights and interests of agricultural and famous workers in the construction industry,but also can provide some reference for other industries to solve the problem of migrant workers’ back pay.This paper takes government regulation as the theoretical basis,clarifies the concept and connotation of government regulation,takes government regulation as the perspective,takes the problem of unpaid wages of migrant workers in the construction industry of dalian city as the main research object,and then finds and analyzes the main problems and causes of unpaid wages of migrant workers in the current construction industry.Finally,based on the problems found out,this paper proposes countermeasures to solve the problem of migrant workers’ wage arrears in the construction industry from the perspective of government regulation.First,it is necessary to improve the subject of government regulation and expand the channels of migrant workers’ wage demands by setting up independent comprehensive government regulation institutions.Secondly,on the basis of the determination of the subject of behavior,the government should effectively regulate the construction industry,and bring the problem of unpaid wages of migrant workers in the construction industry into an orderly track,so as to effectively guarantee the income of migrant workers.Finally,supporting laws and regulations should be constantly improved--laws and regulations are the important basis for government regulation,and the continuous improvement of laws and regulations should be used to promote the continuous improvement of government regulation system,so as to properly solve the problem of unpaid wages of migrant workers in the construction industry.
