Research On The Current Situation And Countermeasures Of Government Regulation In The Power Industry

The electric power industry is closely related to the national economy and people's livelihood.It not only has an extremely important impact on social development and economic changes,but also has an important impact on people's living standards.With the establishment and gradual improvement of the socialist market economic system,electric power enterprises have gradually transformed into independent subjects with independent management rights.However,as one of the public utilities,the power industry has a very strong monopoly,the government should properly manage and restrict the corresponding.Electricity is a product that can not be eliminated and abandoned in people's production and life,but because of its natural monopoly nature,without strict supervision,it will not be able to achieve the balance of the interests of timely generation,power supply and users,nor can it guarantee the long-term stability of the electricity market,or even lead to market failure.Whether the government regulation reform of the electric power industry can achieve the dual goals is partly due to the efficiency and security of the implementation system of the regulation reform.Therefore,many institutions and scholars have carried out a wealth of practical exploration and theoretical research to ensure the smooth progress of the reform of China's power control system.Based on multi-principal-agent theory,coordination theory,market failure theory and government regulation,this paper analyzes the current situation of power industry supervision in China by using literature research method and theoretical analysis method.It points out that the current situation of power industry supervision is inadequate in the degree of marketization,low efficiency of power industry supervision,and corruption in the power industry.The reasons for the defects in the design of supervision system,the lagging of supporting supervision measures,the lagging of supporting supervision measures and the transformation of management functions lie in the deeper degree of monopoly in the power industry,the weak supervision of the government in the power industry,the imperfection of relevant laws in the supervision of the power industry,and the deep-seated reasons in terms of system and interests.Therefore,the effective supervision of the government in the power industry is an important measure to ensure the safe and stable operation of the power system,realize the effective competition of the power industry operation and realize the sustainable development of the power industry.The study considers that it is the government'sresponsibility to clarify the powers and responsibilities of the supervision departments,clarify the supervision functions,give overall consideration to them,improve the government's supervision and restraint mechanism;improve the balance and integrity of the government's supervision functions;strengthen the construction of information technology,enhance the scientificity of supervision means;ensure the investment of supervision funds and enhance the independence of the supervision institutions.Reasonable countermeasures for effective supervision.
