Research On The Government Regulation Of PV Industry In China

With the increase of energy consumption,the supply of unrenewable energy such as coal,oil and natural gas is becoming more and more tense.It is urgent for governments to develop and utilize clean and renewable energy.As a kind of abundant,clean and renewable energy,development and utilization of solar energy is significance to alleviate the energy crisis,protect the ecological environment and promote sustainable development,the western countries have developed a new energy development strategy.Recently,China has continuously strengthened the policy support for the development of new energy,the photovoltaic(PV)industry as a strategic emerging industry,issued a series of supporting policies,PV industry has been rapid development.However,the vicious competition and overcapacity of China’s PV industry are more serious.The paper reviews the status quo of China’s PV industry regulation,analyzes the necessity and feasibility of the entry regulation,from production capacity,energy consumption and pollutant emissions,the quality of the products set in the PV industry access conditions,in order to build a PV industry regulation index system.Through theoretical research and practical analysis combining qualitative and quantitative analysis,normative and empirical analysis,system and key analysis to study the influence of government regulation on the PV industry,combined with the cases of Jiangsu and Wuxi,the paper made an empirical analysis to the conclusion of the game between central and local,government and enterprises.Finally,polysilicon,battery sheet from the two key links of the PV manufacturing industry,and the overall effect of the industry,the paper analyzes the implementation effect of the regulation policy of the PV industry in three aspects.The difference in the central and local government interests,through the evolution of game analysis found that the central and local governments have adopted a mixed strategy,namely local governments for PV industry access regulation implementation support and cooperation attitude to their advantage.From the case analysis,Jiangsu has established policies and measures to support the development of PV industry,it should prove the conclusion of evolutionary game analysis.According to the different interests in government and enterprises,this paper constructs a game model of government and enterprises to support the PV industry,through evolutionary game analysis,enterprise and government cooperation is conducive to promoting the PV industry development,improve the overall efficiency,is beneficial to both the enterprise and government.From the case,Wuxi had supportted to the PV enterprises from the land,creditl and other aspects,which became animportant capability in China’s PV industry,also verified the analysis results of the game model.According to the regulation policy of the PV industry,the PV industry set entry conditions from production capacity,product quality,energy consumption and pollutant emissions,on the basis of building the index system of PV industry entry regulation policy,polysilicon,cell and the overall effect in the PV industry regulation policy implementation effect is analyzed.Finally,combined with the current situation of China’s PV industry development,the paper puts forward policy recommendations of PV industry access regulation.In the development of ideas,to fully play a decisive role in the market allocation of resources and better play the role of government,strengthen the enterprise market main body status,play the role of the government in the planning,policy guidance and other aspects,to accelerate industrial restructuring and upgrading,promote the PV industry shift from the pursuit of scale and speed to pay attention to efficiency and quality,promote the PV the sustainable development of the industry.
