Research On The Implementation Of Local Government Functions In The Development Of Nuclear Power Industry Cluster In Y City

The industrial cluster is a new way of economic development.It has the advantages of optimising resource allocation,realising enterprise cooperation,saving production costs,and improving enterprise productivity and competitiveness,thus promoting the coordinated development of the regional economy.The nuclear power industry plays a vital role in economic growth as the pillar industry of Y City.In the context of carbon peaking and carbon neutrality,the Y city government promotes the cluster development of the nuclear power industry by developing nuclear power projects,which is conducive to high-quality economic development and promotes the improvement of the ecological environment.At the same time,the nuclear power industry cluster is remarkable,and the functions performed by the Y city government in each stage of the nuclear power industry cluster development are different from those of ordinary industrial clusters.Therefore,it is of great significance to study the roles of the Y city government in developing the nuclear power industry cluster and its implementation strategies.First of all,this thesis presented the background and significance of the research,and clarified that local governments are actively exploring the new path of carbon reduction in the context of carbon peaking and carbon neutralisation.This research explained the importance of studying local governments’ functions and analysed the research status of government function performance in the development of nuclear power industry clusters at home and abroad.Secondly,this thesis defined the core concepts of the nuclear power industry,industrial clusters,local governments,government functions,and function performance.Based on Michael Porter’s Diamond Model and government function theory,the research ideas and framework were constructed,and case analysis,semi-structured interviews,questionnaire surveys,and text research methods were used to carry out practical research.By reviewing the case data and policy documents of Y city in recent 20 years,the author conducted in-depth interviews with personnel involved in the co nstruction of the nuclear power industry cluster in Y city in recent years.Through questionnaire surveys of the public in non-nuclear power,the local government functions in the development of the nuclear power industry cluster were analysed and summarised.In addition,this research discussed the basic situation and the primary government practices regarding the development of the nuclear power industry cluster and analysed the government function performance based on the typical cases of four stages in developing the nuclear power industry cluster in Y city.This pointed out the direction for raising,analysing,and solving problems.Through case analysis,in-depth interviews,and questionnaire surveys,the author revealed that the problems of government functions mainly included imperfect planning guidance,inaccurate supporting policies,imperfect public services,inadequate supervision and management,and insufficient long-term crisis response.These were further attributed to the unclear positioning of government functions,deviations of government concepts,imperfect management assessment system,and unsystematic participation mechanisms for multiple subjects.Finally,this research put forward some countermeasures and suggestions to strengthen the performance of local government functions based on the problems and causes of local government functions in the development of nuclear power industry clusters.These included rational planning the overall layout of the industry,issuing industrial cluster support policies,increasing public services,enhancing supervision and guidance,and effectively responding to public emergencies.
