China proposes to achieve carbon peak by 2030,achieve carbon neutrality by 2060,and vigorously increase the proportion of renewable energy sources such as solar photovoltaic power generation,which is an inevitable choice for China’s energy strategy adjustment.In recent years,China’s solar photovoltaic industry to accelerate the development of the full use of their industrial advantages,and constantly gaining opportunities for international competition.Photovoltaic industry is an important development direction of China’s strategic emerging industries.And with the rapid growth of the photovoltaic industry,the lack of follow-up supervision is gradually exposed,on the one hand,the industry’s disorderly expansion of ecological and environmental protection,safety production and other higher regulatory requirements,project construction approval,subsidy issuance and other aspects of the audit mechanism also needs to be improved;on the other hand,the photovoltaic industry is gradually faced with subsidies to retreat,grid consumption and other development constraints,the need to establish a comprehensive planning and coordination leading mechanism to regulate the photovoltaic industry needs to establish a comprehensive planning and coordination mechanism to regulate the development order of the PV industry and promote the benign development of the photovoltaic industry.While local governments attach great importance to and vigorously support the development of solar photovoltaic power generation,they should also strengthen the supervision in the corresponding fields.Combined with the current situation of regional development,they should deeply discuss and analyze the existing problems of government regulation,looking for government regulation to adapt to the new situation and in line with the development of the photovoltaic industry positioning.This is not only of great significance to enrich and develop the theory of government regulation,but also of great value to promote the development of photovoltaic industry.This paper intends to analyze the government supervision in the development of the photovoltaic industry in D city by using the government regulation theory and the public goods theory through case analysis,semi-structured interview and other methods.The problems exposed in the development of the photovoltaic industry in D city include insufficient synergy of regulatory authorities,the support and supervision of the upstream and downstream of the industrial chain are different,the government’s dynamic regulatory capacity is weak,the sense of responsibility of the supervision department is not strong.And the analysis of these problems,find out the causes of the problems are the division of regulatory functions is unclear,financial support and supervision policies are not perfect,the supporting regulatory system is not sound,propaganda guidance and supervision are weak.On this basis,the measures and suggestions to improve the government supervision of the development of the photovoltaic industry in D city are put forward:to improve the government-led supervision and governance system for the photovoltaic industry,improve the overall layout of development,strengthen coordination between relevant departments;optimize the financial support and regulatory policies for the photovoltaic industry,improve government subsidy policies,strengthen tax policy support;improve the construction of government supervision system in the photovoltaic industry,keep regulatory regulations up to date,strengthen institutional enforcement;strengthen the government’s publicity and supervision of the photovoltaic industry,Improve public to participate in supervision of photovoltaic,standardize the construction of photovoltaic power generation projects.
