Construction engineering quality testing is accompanied by construction projects and is the most direct,basic and scientific basis for understanding project quality and strengthening quality supervision.As the people’s demand for engineering quality and the government’s supervision of engineering quality continues to rise,China’s construction quality testing market is developing rapidly.However,testing institutions often issue false reports and inaccurate reports in the recent years.The credibility and authority of construction quality testing results face serious challenges.How to identify,evaluate and prevent and control the operational risks of construction project quality testing institutions from the perspective of industry supervision is an urgent problem that needs to be solved at present.Based on the above,the research content of this paper are mainly as follows:1.Through the analysis of the characteristics and development of China’s construction engineering quality testing industry,based on the perspective of industry management,defines the definition of the operational risk of construction quality inspection agencies2.By reviewing and analyzing the literature related to the risk of construction engineering quality testing institutions,we initially identified operational risk factors.and on this basis,we used the text mining method to identify operational risk factors from 174 inspection circulars of construction engineering quality testing institutions issued by various provincial and prefecture-level municipal housing and construction departments.Then,on the basis of risk identification,an index system for evaluating the operation risk of construction quality inspection agencies is constructed and the quantitative criteria of each index are introduced in detail.3.The group decision analysis method was used to calculate the weights of the evaluation indexes for the operation risk of construction engineering quality testing institutions.And through the comparative analysis of typical comprehensive evaluation methods and the analysis of the characteristics of the evaluation of the operation risk of construction engineering quality testing institutions,the extensive cloud model based on the optimal correlation degree is determined as the evaluation model of the operation risk of construction engineering quality testing institutions.Finally,the evaluation model is used to evaluate the risks of a construction engineering quality testing institution and corresponding risk control measures are proposed in response to the evaluation results.Through theoretical research and practical case analysis,this paper provides an in-depth analysis of the methods of risk identification and risk evaluation for the operation of construction engineering quality testing institutions.The findings of this research not only enhance and enrich the existing theoretical system of risk management of construction quality testing institutions,but also provide a theoretical basis for housing and construction departments to formulate targeted supervision of construction quality testing institutions.Therefore,the construction quality testing market will be able to develop in a healthy and orderly way,which will contribute to the improvement of the quality of engineering projects.
