With the development of society and economy,power transmission and transformation construction projects are increasing year by year,with different types,and the multi-participation construction management model has gradually become the mainstream.Project cost management runs through the entire process of project construction.It is an important management function for the cost control of power transmission and transformation projects,and it bears important supervision responsibilities for investment decisions and project benefits.Although the current BIM platform provides a building information integration environment,under the modern multi-principal engineering construction mode,the multi-stage and multi-level information sharing of engineering cost management and the coordinated decision-making and cost measurement caused by various uncertain engineering changes Management and control issues are still in urgent need of expansion and development.According to the current demand for collaborative management of power transmission and transformation project cost,this paper uses BIM and blockchain technology to develop and design a multi-agent project cost collaborative management mechanism,which has high theoretical significance and practical application value.Based on the research on the related theories,methods and technologies of project cost collaborative management,this article first analyzes and studies the multi-agent characteristics of the parallel contracting management mode of power transmission and transformation projects,and puts forward the demand for project cost collaborative management based on list pricing.Based on the reconstruction of the organizational structure that supports collaborative management,and in accordance with the requirements for collaborative management of project costs such as sharing,consensus,and decision-making,design and development of power transmission and transformation projects,project decision-making,engineering design,bidding,construction,and completion acceptance The cost management process of each stage is coordinated,and the cost management information integration model under two typical engineering changes(design changes and on-site visas)has been developed.Secondly,using blockchain technology,a collaborative task-driven consensus mechanism for project cost management and control was proposed,and a DPoS mechanism for design review in the preliminary design stage and design changes in the construction stage was developed,and the quotation and pricing mechanism in the bidding stage The authority proof consensus mechanism PoA lays a theoretical foundation for the realization of coordinated decision-making and control of the cost of transmission and transformation projects.Finally,on the basis of the current information integration environment for the management of power transmission and transformation projects,the system architecture of a BIM+block chain-based power transmission and transformation project cost collaborative management platform system is constructed,and the key technical requirements for collaborative management of the blockchain are given,and put forward Suggestions on the development and operation management of the collaborative platform are provided,and a solution is provided for realizing the collaborative management of project cost.This paper proposes a collaborative management mechanism for power transmission and transformation project cost from collaborative management requirements,organizational structure redesign,collaborative information integration and consensus mechanism to collaborative platform system architecture and operation mode,etc.,to make the cost of power transmission and transformation projects more scientific and more efficient in the new era.Effective management and control provide solutions and have good promotion and application value.
