With the rapid development of economy, the supply of electric power can't catch up with the demand, so we accelerate the construction of electric power to fulfill this. With the characteristics of high concentration of money and technique, related with many different aspects and long construction period, it's easy for power construction project to be affected by the design, manufacture, environment, and so on. Then how to show the complex relations correctly and make a reasonable schedule at the beginning, how to show the period dynamically and control the whole project effectively, is an important task every power builder should face.In order to solve the construction problem, supervise the project in real-time and effectively, we developed construction information management system of transmission and transformation project, and made great progress in engineering and construction.The main research works are as follows: Firstly, the paper surveys the construction management of transmission and transformation project and some existing problems of construction management, and proposed the use of the fine management base on exiting construction management. Secondly, based on the theory and methods of fine management, the construction management system has been divided into five phases, and it also has been analyzed. Thirdly, takes the B/S three-tier architecture system implementation scheme which based on the .NET framework. Finally, based on the VS.NET platform and SQL database technology, parts of the system interfaces are realized.
