Research And Application Of Power Transmission And Transformation Project Cost Management

In recent years, with the rapid development of Chinese economic society, a new upsurge in power engineering construction is arising throughout the country. As the core of large electric power construction project, power transmission and transformation project not only possesses the characteristics such as an enormous investment, a long construction period and a high quality requirement, but also has cost accounting and management difficulties in reality. Therefore, the study of power transmission and transformation project cost management has great theoretical and practical value, which can effectively promote the perfection and development of engineering cost management theory as well as save construction investments for our country with the research results applied to the actual power transmission and transformation construction projects. In practical electric power engineering, power transmission and transformation project cost management,an important part of the electric power construction investment management, is throughout the whole course of project construction and involves feasibility study, project design, construction, completion of final accounts and other stages. Since it is a systemic problem, we can find effective methods of power transmission and transformation project cost controlling and managing only with in-depth studies of the process and factors in project cost management from both theoretical and practical aspects.Based on an overview of relevant theories of power transmission and transformation project cost management, this thesis described its structures, characteristics and contents. In addition, the article conducted thorough analysis of the process and factors in project cost management in accordance with four phases, namely investment decision, project design, construction and completion inspection and acceptance. On the basis of theoretical research, this paper studied the 500 kV Yuci-Beijing power transmission and transformation project cost. In view of the case study, the paper analyzed the current situation of this engineering cost management, summarized defects existing in the 500 kV Yuci-Beijing power transmission and transformation project cost management, targetedly put forward the optimization scheme and evaluated the optimized results. Conclusions of the research have certain reference significance to other domestic power transmission and transformation project cost management.
