| In recent years, along with the continuous development and progress of national economy and society, the demand for energy is also growing. On the basis of this demand, China’s power industry is developing rapidly, the power grid construction and the transmission mileage are continuously extending, and the power transmission and transformation project construction with ultra-high voltage(UHV) as the representative is receiving large-scale investment and implementation. The demand for electricity due to the social development is always high, and the power industry has been one of the key industries of national economic and social development for a long time. As the key content of the power grid construction, the investment scale and the construction mileage of the power transmission and transformation project have always been kept at a high level. With the continuous expansion of the construction scale and the speeding up of the process, the construction cost of the project is also rising. At the same time, the power transmission and transformation project is of the characteristics of wide crossing range, large-scale engineering and complex technical structure, so how to strengthen the cost control and management is the important content in the process of the power transmission and transformation project construction.Through the introduction of the project cost control theory, in accordance with the specification of our country power transmission project cost control, to consider from the angle of enterprise’s actual operation, according to the power transmission project cost control related processes and systems, based on the principle of cost control, the execution and management of the construction cost are reflected by the index system and the cost control model, and thus the corresponding measures to reduce the cost are put forward. The main work is as follows:Firstly, the background and significance of power transmission and transformation project cost control by the Liaoyang Power Supply Company are given. The domestic and foreign research on theories about the power transmission and transformation project cost control is reviewed, and the research methods of this paper is presented.Secondly, the current situation and problems of power transmission and transformation project cost control by the Liaoyang Power Supply Company are introduced. The basic situation of the project is presented, including the necessity of the construction. The present cost status of Liaoyang Power Supply Company are introduced, including the purchasing management status, inventory management status, project management status and engineering construction status. The problems of cost control of power transmission and transformation project in the company are raised.Thirdly, based on the problems, we conduct an analysis on the controlling process of the project cost, and the inner link of the cost structure of the project is illustrated. Then the cost control process is described, and the cost driver is analyzed.Fourthly, the cost control scheme and implementation guarantee on power transmission and transformation project by the Liaoyang Power Supply Company are given. Both the internal and external measures of cost control are presented, along with the implementation guarantee.Finally, the conclusions of this paper are reached. We need, based on the reality of power transmission and transformation project, to determine feasible cost control standards,and to analyze all the related factors that influence cost, and thus, to establish cost control systems that adapt to concrete situation of the project. Relevant managing theories and methods should be referred to and used to follow the progress of project cost, to make a good budget and monitor the actual cost, and to strengthen the cost control of engineering construction. Through standard and efficient operation flow as well as strict managing system, operation is standardized, and thus, the reliability and executive force of cost management is improved. |
