Problems And Countermeasures Of Crisis Management Of Urban Gas Pipeline Network In Chengdu

In recent years,with the rapid development of urban infrastructure in China,urban gas pipeline network,as an important part of municipal public infrastructure,has also developed rapidly.With the more and more extensive use of urban gas,the safety accidents of gas pipeline network are increasing,and the types of accidents are also increasing.The safety problems of urban gas pipeline network are particularly prominent.As the main means of safety management of urban gas pipeline network,crisis management is of great significance to the realization of effective crisis management of urban gas pipeline network,the improvement of urban living environment and the modernization of urban development.From the perspective of crisis management,this paper describes the current situation of gas pipeline network management in Chengdu,analyzes the problems and causes in the current gas pipeline network crisis management in Chengdu,and puts forward operational reference opinions,in order to provide some references for Chengdu government departments to optimize safety management decisions and further strengthen the crisis management of urban gas pipeline network.Through the research on the domestic and foreign urban gas pipeline network and crisis management related literature,taking the Chengdu gas pipeline network as the research object,through the field survey and citizen questionnaire,this paper summarizes the achievements of urban gas crisis management under the current mode from the aspects of participants,infrastructure construction,citizens’ awareness of safe gas use,gas accident handling methods,etc,It is found that the main problems in the crisis management of Chengdu gas pipeline network are: the absence of the main body in the crisis management;Lack of funds for safety management of urban gas pipeline network;Emergency plan is a mere formality;Poor coordination among gas safety management departments;Citizens’ awareness of safety is not strong;Gas pipeline leakage accidents occur frequently.The reasons for these problems are: the division of safety responsibilities is not clear;The source of funds for safety management of urban gas pipeline network is single;The laws and regulations related to gas crisis management are slowly updated;The power and duty of the fuel gas safety management department are overlapping,so it is difficult to plan as a whole;Insufficient gas safety publicity;The government’s safety supervision on gas enterprises is not strong.In view of the problems and causes found in the crisis management of Chengdu gas pipeline network,this paper finally puts forward targeted countermeasures and suggestions,mainly including: clarifying the responsibilities of safety subjects;Strengthening urban emergency management;Expand the sources of funds for urban safety management;Improve the public awareness of gas safety;Strengthen the implementation of emergency plans and improve the construction of supporting gas facilities;Give play to the role of science and technology to realize online monitoring of the gas industry.
