Urban development is entering a new stage,and high-quality development calls for the implementation of urban renewal initiatives.A city is an organic whole composed of several communities.However,there are a large number of communities in the city that are difficult to adapt to the development requirements of the new era,and problems such as the damage of facilities,environmental decay,and social differentiation are constantly emerging.As the basic living place of the individual,the material and non-material conditions of the communities are difficult to meet people’s needs of a better life in the new generation,and urgently need to be renovated and upgraded.Not only the environment,but also the people in the community are presenting the significant aging phenomenon.In the background of global aging,the aging process in China is also accelerating,reaching 18.7% at the time of the seventh national census,becoming one of the countries with the most serious population aging problem in the world.A series of problems caused by aging have significantly affected the social and urban development of our country,with the issue of old age being the most prominent.The aging population means that the demand for elderly care is soaring and the traditional model of elderly care is creating a huge financial burden.the escalating needs of the elderly care in this era have also brought new challenges to the traditional home care model,and the emergence of a new model of elderly care model is at the right time.Based on the family,supported by the community and supplemented by institutions,on-site elderly care is a new care model with Chinese characteristics,which effectively integrates the advantages and disadvantages of various elderly care models and can meet the comprehensive needs of the elderly in the new era,and significantly improve the quality of elderly care.However,due to the age of some communities and the lack of management,there are some problems such as aging facilities,poor environment,and lack of communication with neighbors,which have a negative impact on the quality of elderly care.Based on this,the paper focuses on the evaluation and improvement of the quality of the on-site elderly care in old urban communities.From the perspective of supply and demand,the paper uses the rooted theory research method to explore the on-site elderly care needs of the elderly residents in old urban communities,to determine the corresponding supply contents that communities should provide for on-site elderly care in combination with the needs of elderly residents for on-site elderly care,and to use the supply contents of communities as specific evaluation indicators for the quality of on-site elderly care.And the evaluation indicators is divided into two dimensions,namely material and non-material,and then decomposed into their respective components,and the weighting relationships between each indicator layer are determined through the entropy weighting method to build a comprehensive evaluation system for the quality of on-site elderly care in old urban communities.Then,the paper conducts empirical research on 10 urban old communities in Shuangta Street,Gusu District,Suzhou,analyzing the current situation of on-site elderly care,collecting relevant data of on-site elderly care,applying the evaluation system to evaluate the quality of on-site elderly care,analyzing and evaluates results and identifying the reasons.Finally,in view of the quality problems and differences in the on-site elderly care in the old urban communities of Shuangta Street,targeted improvement strategies are proposed to enhance the quality of on-site elderly care in the old communities.
