| In the report of the 19 th National Congress of the Communist Party of China,it was clearly proposed to promote the reform of the ecological civilization system and actively to build a better country.Meanwhile,it was proposed to focus on solving prominent environmental problems,to actively promote the prevention and control of water pollution,and to comprehensively carry out the comprehensive governance of river basin ecology and near-shore areas,aiming at building a government oriented,enterprises as main actors environmental governance system with full participation from both social organizations and the public.Taking Songgong River in Yibin City,Sichuan Province as a case study and given the context of river chief system,this thesis discusses the effective ways of river governance in the basin and the applicable modes for sustainable development in river pollution control.It offers both theoretical and practical significance in terms of water pollution prevention and ecological system construction.This thesis first conducts a literature review on river water pollution.Based on relevant literature and data,theoretical research results and successful practical experiences on river water pollution governance both in China and outside China are collected and summarized including river water pollution control modes and ecological governance methods in various countries.Empirical research is conducted using literature research method and interview method.Through field visits to enterprises,farmers,and residents in the Songgong River basin and one-to-one interviews,the water pollution problems of Songgong River and its governance effect can be further understood.Then,from the perspectives of multiple governance theory,collaborative governance theory and sustainable development theory,this thesis analyzes the characteristics of the case of Songgong River governance in Yibin City,Sichuan Province: namely the participation of multiple subjects in the governance,the synergistic governance of various departments,and the sustainable development approach to governance.The analysis and discussion are conducted on how multiple subjects,especially large state-owned enterprises,participate in the co-governance of Songgong River,how various government departments carry out upstream and downstream collaboration,and how to use sustainable ecological governance methods in the governance.Through the case study of Songgong River in Yibin City,Sichuan Province,the following three revelations are drawn: First,the mechanism of co-governance is built by deepening the consensus of diversified subjects,strengthening common interests and distinguishing the responsibilities of the subjects.Second,the mechanism of collaborative governance is improved by implementing the system of unified planning and territorial management and implementing the supervision mechanism and incentive mechanism.Third,the application of the new model of sustainable development is further promoted by innovating sustainable development governance methods,increasing financial support and vigorously promoting the sustainable development governance model.The conclusions of this thesis also provide some reference for the governance of river water pollution in other regions. |
