Analysis Of "River Administrator System" Based On Cooperative Governance

With the fast development of modern industry and the advancement the urbanization,the water pollution caused by it has had a bad effect on the quality of the public's life.So water environment governance is urgent.However,because the duty of some related departments is not clear or overlapping,buck-passing is severe in the process.Because of the public product attributes of water environment,the government and its functional department's free ride in the process of water environment governance.And the existence of “administrative bulwark”among all levels of government and and its functional departments has led to problems in the process of governance such as mutual non-cooperation,lack of information sharing and each administered in their own way.The “internality” of the government and the failure of the government further exacerbated the “tragedy of the commons” in the governance of the water environment with the government as the sole body of governance.To solve the crisis of water pollution,the city of Wuxi firstly put forward “River Administrator System”.That is to say,local government chief officials and leaders at various levels act as “River Administrator”.They are directly responsible for the treatment and protection of the river and lake water environment in their jurisdiction.“River Administrator System” makes full use of the authority of “River Administrator” to powerfully promote the cooperative treatment of river pollution between different functional departments.It has taken good effect in a short period of time so it is fast popularized all over the country.However,many problems existing in the implementation of "River Administrator System" have been criticized and urgently needed to be resolved.First,due to factors such as the absence of legal system,excessive reliance on leadership authority,and the temporary of the coordination agency,"River Administrator System" is considered to be "rule by man" and "campaign-style governance." Second,the assessment mechanism of "River Administrator System" is not reasonable,and the assessment lacks the participation of the public,which is a self-assessment in-system.Third,owing to the existence of the government "government-based standard" ideology,the phenomenon of centralization is serious.Fourth,the reasons for the low level of information disclosure,the weakness of social organizations,and the lack of public awareness of environmental protection have led to a serious shortage of the public's right to know and participate in the governance of water environment.At present,“River Administrator System” is stillclosed water environment governance in which the government also acts as the main governance body and the system itself lacks long-term implementation mechanism.Synergy governance stresses the diversity of the governance body and it places more stress on it that different subsystems cooperate equally with each other to achieve the same goal.This paper is based on the perspective of synergy governance theory,after careful analysis of the successful cases of water environment governance at home and abroad,I learned that perfect legal system and Synergy governance by multiple entities is one of the key factors of effective water environment governance.Based on the analysis of the Problems and Causes in the Implementation of “River Administrator System”,and borrowing from the advanced experience of water environment governance at home and abroad,I put forward my advice on constructing a coordinated long-term implementation Synergy governance of “River Administrator System”from three aspects: the law,the administration and the society.It provides legal system for the long-term implementation of “River Administrator System” by improving the legal system construction,strengthening law enforcement and introducing “River Monitor System”.The local government should have the concept of green development,control the pollution sources by introducing market mechanism and provide financial support.Only by doing so,can we ensure the realization of the water prevention result of “River Administrator System”.By improving the cultivating system of the society organization,building an open information sharing platform,establishing the government ecosystem service procurement system and popularizing environmental public litigation system,we can effectively integrate social forces t into the water environment governance.At the same time,society organizations should strengthen their self-construction to play a good part in linking the civil society,enterprise and the public together and to improve themselves and the capability of the public participation in environmental governance.Only when governments,society organizations,enterprises and the public,all the governance bodies,actively participate and effectively collaborate,can we establish an open water environment cooperative governance system and promote the long-term implementation of “River Administrator System”.
