Research On The Double River Chief System Of Guitang River In Yuhua District Of Changsha City

With the acceleration of China’s industrialization and urbanization,the water pollution in China is becoming increasingly serious in recent years.In order to improve the ecological environment of rivers and lakes,the Chinese government has introduced the river chief system policy.In the process of carrying out the river chief system,Yuhua District government of Changsha City,based on reality,strengthened policy innovation and creatively adopted the double river chief system in the comprehensive management process of The Guitang River basin.From the perspective of meta-governance and collaborative governance theory,this paper takes the policy of double river chief system as the research object,objectively reflects the operation mechanism,role and existing problems of double river chief system in the comprehensive management process of The Guitang River basin,and further puts forward optimization suggestions based on the two governance theories.In the comprehensive management of The Guitang River basin,Yuhua Distr ict,with help of double river chief system,effectively improved the ecological environment of the river basin,optimized public environmental governance along the river basin and promoted the planning and development of sponge cities along the river basin,but also through the double river chief system,not only promoted public services for environmental governance along the river basin,but also improved the environmental management ability at the same time.Meanwhile,there are still many deficiencies in the implementation of the double river chief system in this district.The main body of governance composed of civil river chiefs is not sufficiently diversified;the management mode of the member units of the River Chiefs Office and the management mechanism of human rights,financial rights and administrative rights are not sound;the level of river governance is not balanced;and the policy effectiveness of the double river chiefs system is not timely evaluated and improved.Further analysis shows that the reaons for these problems include: unscientific system design of double river chief system of Guitang River,imperfect supporting system,the policy implementation without linkage mechanism and uncontinuous policy evaluation.In view of the above problems and reasons,this paper further puts forward countermeasures and suggestions to improve the system of double river chief from the perspective of meta-governance and collaborative governance according to the principle of learning from each other’s stre ngths and complementing each other’s strengths.First,the government,as the important subject of public products,should play a leading role of official river chiefs in the governance of The Guitang River.The second is to further strengthen the multi-subject role of civil river chiefs and give play to the professional advantages of different subjects in decision-making and supervision.Third,optimize the cooperative governance mechanism of the double River chief system from three dimensions of vertical,horizontal and cross,to ensure the flexible and efficient operation of the double River chief system.Fourth,promote the balanced governance of the whole basin of The Guitang River as a whole and let the residents share the governance achievements along the basin as far as possible.Fifth,establish and improve the effect evaluation mechanism of the double River chief system to ensure timely feedback of the implementation effect of the double River chief system,to ensure that double River chief system ca n meet the requirements of the changing situation,and to ensure that the double River chief system can always play its practical role.
