Innovation Research On Collaborative Governance In River Chief System Management In City A

It is of great significance to the aquatic civilization construction for the water environment management of the rivers and reservoirs.Especially after the 19 th National Congress,the aquatic civilization construction has been valued.It is a necessary guarantee for people's lives to how to protect the water ecological environment and implement sustainable development.At present,the problem of water ecological environment accumulated in City A has become more and more prominent.In addition,multiple water management has long existed in water environmental management.In a way,although the implementation of the "river chief system" has broken the multiple water management,relying on the rivers alone can not solve the complex water environment problems.In order to solve the water complex environment problems,it is still necessary for the rivers to lead,connect departments,govern enterprises,the market to drive,and the public to participate.Therefore,it is extremely important to study collaborative governance in the operation of "river chief system" in city A.As a new-born water environment management system,the "river chief system" has also been controversial while being favored by researchers.Is the "river chief system" an emergency or a long-term approach? This paper summarizes the current situation from governance subject,system,institution,performance since the implementation of the "river chief system" in early 2017 in city A,using empirical analysis,literature comprehensive research method,cross-scientific research method and theoretical analysis.The water quality improvement since the implementation of the "river chief system" in City A was presented with the example of the Mengyang River.In the two years since the operation of the "river chief system" in City A,it achieves results in water environmental governance.Through investigations and visits,this paper combs and sums up the problems that exist in the operation of river chief system in city A,such as the imperfect system of coordinated governance,the unadvanced mode of coordinated governance,the uncertain effect of governance,the uncoordinated relationship of governance subjects,and the imbalance of interests of governance subjects.In view of the lack of synergy in the operation of river chief system in city A,this paper uses multi-center governance theory and collaborative governance theory,and makes a serious summary and profound reflection from the perspectives of concepts,mechanisms,means,methods,and evaluation methods.the author analyzes the reasons for the lack of coordination in the operation of river chief system in city A based on the concept of light coordination,lack of collaborative governance mechanism,backward collaborative governance means,monotonous collaborative governance methods,and single evaluation methods of collaborative governance.Based on the multi-center governance perspective,they seek the path of collaborative innovation in the operation of the "river chief system" in city A from the perspectives of innovation in concept,mechanism,governance means,participation method,and evaluation system innovation,in order to realize the long-term management of the "river chief system" in city A.It provides basis and reference to the long-term effect of "river chief system" in city A.
