Issues And Countermeasures Research Of Cooperative Management Of "River Chief System" On Nanchong Section Of The Jialing River

Located in the upper reaches of the Yangtze River,the Jialing River is also an important tributary.It flows into the river from the Jialing Valley in the northeast of Fengxian County,Shaanxi Province,and flows through Nanchong city.It is named after the Jialing Valley.Nanchong City is responsible for the effective governance of the Jialing River.The governance of the river is a systematic and complex project,which involves many departments,and the powers and responsibilities of each department are seriously crossed,as well as the cooperation between the upper and lower reaches and the left and right banks.Therefore,it is difficult to solve the problem of "water of many dragons".The old mode of regulation takes the government or the department as the main body,but with the emergence of the system of "river chief system",it has been changed in essence.In2017,Nanchong City issued the "Work Plan for Comprehensively Implementing the River Chief System in Nanchong City",which marked a new stage of local governance and protection of the Jialing River basin.Meanwhile,a four-level river chief management system was gradually set up,including city,county,town and village levels.In the past five years,Nanchong City has made some achievements in river governance of Jialing River basin.However,some problems,For example,perfect institutions,rule of man instead of rule of law,low public concernment rate,have also been exposed.This paper will focus on the existing problems and causes of the current "river chief system" cooperative governance work in Nanchong section of Jialing River Basin,and put forward countermeasures and suggestions for the river basin cooperative governance,hoping to provide a certain reference for Nanchong City to carry out the "river chief system" work in a long-term manner.In this paper,according to the theory of the governance of public resources and the basis of the theoretical basis of cooperative governance,in Jialing river basin section of the "long river" collaborative governance in Nanchong city as the research object,and fully study relevant policy background,the research method mainly USES the method of case study method,questionnaire survey and interview,this article from the "long river" and the coupling relationship of collaborative governance,Nanchong in Jialing river watershed segment "long river" to study the present situation of collaborative governance,and according to the long river of Nanchong part system office(county level)staff interviews,"long river" related department staff and public questionnaire survey data,the comprehensive literature study,illustrates the "long river" the concept of collaborative governance,This paper analyzes the problems and causes in the four aspects of value concept,system management,organization design and technology empowerment in the collaborative governance connotation of "river chief system" in Nanchong City,and puts forward optimization suggestions to strengthen concept cultivation,improve collaborative governance system,strengthen top-level design and reduce hardware access cost.These suggestions will be of great practical significance for promoting the collaborative governance among relevant departments in the Nanchong River basin,as well as the cooperation of local governments in water environment governance and the development of Nanchong City,so as to optimize and upgrade the governance system and capacity of Nanchong city.
