The road environment and road conditions are closely related to the interests of the people.The quality of the road conditions is closely related to the people’s daily travel safety,quality of life and even production convenience.It can be said that one of the common needs of the people is Have a clean,smooth and safe road environment.However,with the rapid development of society and economy,the problem of over-limit transportation of freight vehicles in our country is becoming more and more serious.Vehicle over-limit transportation not only seriously damages our country’s normal social and economic order and the modern road transportation market system,but also seriously damages the rights of road and endangers the driving safety of the people.The law enforcement methods of car blocking,card setting,and weighing detection can no longer meet the actual needs of the current over-limit transportation management.Therefore,in-depth research on how to improve the efficiency of over-limit transportation governance,enhance the effect of over-limit transportation governance,and explore a new mode of over-limit transportation governance is imminent.In recent years,Neijiang has made active attempts in the practice of exploring a new model of multi-department joint digital governance of over-limit transportation.In September 2021,Shizhong District of Neijiang was officially rated as a provincial-level demonstration county of "Four Good Rural Roads" by the Sichuan Provincial Department of Transportation,which means that the multi-departmental joint digital governance of over-limit transportation work carried out by Neijiang has achieved certain results.This paper studies the new mode of multi-department joint digital governance of over-limit transportation in Neijiang as an example.Firstly,it summarizes the background of over-limit transportation governance in Neijiang and the exploration process and current situation of the new mode of governance.Secondly,it sorts out the main practices of the new mode of governance in Neijiang,and summarizes its achievements.Thirdly,an analysis framework is constructed based on the holistic governance theory and digital governance theory,and the leading role of value rationality,subject diversity,functional integration,and information and network technology in the governance of over-limit transportation in Neijiang is deeply analyzed.Finally,the enlightenment of the multi-department joint digital governance of over-limit transportation in Neijiang is drawn.The first is to build a vertical and horizontal integration governance system;the second is to build a governance structure with diversified subjects;the third is to build a mechanism framework for functional integration;the fourth is to integrate and utilize Information and Network Technology.The new model of multi-department joint digital governance of over-limit transportation in Neijiang studied in this paper has certain demonstration,typicality and representativeness.This paper explains the decisive factors of the over-limit transportation governance in Neijiang,and tries to find out the experience and methods to improve the highway over-limit transportation governance.Actively promote the transformation of government functions from a single "governance" to "solving the problem of over-limit transportation for the people",so as to build a long-term mechanism to control the illegal and over-limit transportation behavior of vehicles. |
