| For a long time,the construction,charging and management of highways in China are divided in provincial administrative areas.Inter provincial toll stations are the conversion portals and forming a relatively independent internal network system in each province.When vehicles arrive at inter provincial toll stations,they must slow down,line up and pay fees.Today,with the rapid growth of highway traffic,provincial toll stations become "Intestinal Obstruction" and restrict the traffic efficiency.When the traffic flow increases in holidays,traffic jams last for several kilometers near these toll stations and it also causes a lot of social complaints.In order to break up the regional network pattern so as to improve the traffic efficiency of highways,the State Council and the Ministry of Communications decided to launch a pilot project between Sichuan and Chongqing.On December 28,2018,10 inter provincial toll stations between Sichuan and Chongqing have been removed.It will be promoted to other provinces and municipalities according to the effect.The removal of inter provincial toll stations brings great economic and social benefits,and it also changes the special closed feature of highways.The former "Exit Control" law enforcement and supervision mode of Chongqing highways are tore up with a regulatory loophole.Illegal vehicles between Sichuan and Chongqing,especially the overloaded trucks with security risks will be lack of supervision.It also brings blind area of highways law enforcement and supervision.With the new change of the removal of inter provincial toll stations,it becomes an urgent challenge for highway traffic law enforcement department to face.Based on the existing theoretical research on the management of overloading transportation at home and abroad,and also the theory of public governance,source governance and collaborative governance,this paper analyzes the causes of overloading.It combines the experience and measures of Chongqing municipality and the other provinces and cities in overloading governance,and draws on the current developing Big Data technology,Internet of Things technology and smart transportation technology.Taking the inter provincial highway Y between Sichuan and Chongqing as an example,it summarizes and puts forward countermeasures and suggestions for the overloading transportation governance in Chongqing highway:(1)Establishing and deepening the source governance mechanism;(2)Strengthening the collaborative governance mechanism;(3)Raising the level of scientific and technological governance;(4)Strengthening basic level law enforcement;(5)Making a good use of market-based means of overloading governance.I hope that the research in this paper will be helpful to promote the overloading management of Chongqing highway under the background of the new policy. |
