Research On Evaluation And Improvement Of Project Management Maturity Of Reinforcement Enterprises Based On Extension Theory

With the rapid development of China’s construction industry,the safety,seismic capacity and function of various building structures have been put forward higher and higher requirements;At the same time,in the early days of the founding of the People’s Republic of China and after the reform and opening up,all kinds of infrastructure and buildings mushroomed like the construction,up to now has a history of 60 or 70 years,resulting in these buildings are facing a series of problems such as reinforcement,repair and transformation;At the same time,due to the destruction of earthquake,typhoon and other natural disasters and the public’s increasing attention to the safety performance of the building structure,the reinforcement industry will become the most popular industry,the reinforcement company will also become the new force of the construction industry;Reinforce the enterprise project management level in our country is uneven,however,most of the reinforcement for the small and medium-sized enterprise,at the same time strengthening industry started relatively late,the enterprise project management level is not high,in the process of project management quality cost safety and a series of problems,these problems not only conducive to enterprise development,but also can cause irreparable damage to the project;Strengthening projects contracted by enterprises is related to people’s livelihood and welfare,and it is a major event related to the safety of engineering structure and people’s life and health.Therefore,it is extremely urgent to make a clear judgment on the project management level of enterprises,find out adverse factors and formulate corresponding plans.First of all,classical maturity models such as CMM and OPM3 are analyzed through literature reading,and a comparative study is made.Then,combining the current situation of China’s reinforcement industry and the current situation of project management of reinforcement enterprises,the project management maturity model of reinforcement enterprises is constructed.The maturity evaluation model is based on the management process domain of classic OPM3 model and adds indicators of organizational management ability.Meanwhile,the maturity model is constructed by referring to the five-level maturity level division of CMM model,and the evaluation criteria are selected as follows;Grade dimension: chaos level,growth level,standard level,control level and optimization level;Content dimension: the project management life cycle process and organizational management ability constitute the first-level index of maturity evaluation,namely project initiation,planning,implementation,control,closure and organizational management ability;At the same time,ten knowledge domains in PMBOK and the classification of organization operating potential in OPM3 were selected to form 53 secondary indicators.Then,the maturity evaluation system includes 6 first-level indicators and 47 second-level indicators;Evaluation dimension: enterprise-level project management;Evaluation criteria: The extension theory is used to evaluate the model.Since the extension comprehensive evaluation method cannot determine the weight of indicators,the analytic hierarchy process(AHP)is used to determine the weight of indicators.Finally,by analyzing the types of projects that company A undertakes at the present stage and the problems existing in the project management of company A,combining with the current situation of the industry,the necessity and urgency of evaluating and improving the maturity of project management of company A are obtained.The maturity model is applied to company A.Through the analysis of the results,the maturity level of each indicator is determined,the change trend of maturity level,the deficiencies of project management,deficiencies in project management and suggestions.
