Due to historical reasons,some of the multi-storey residential buildings that have been built in our country have not been equipped with elevators.As the aging degree continues to deepen,the problem of travel difficulties for the elderly living in these residential buildings without elevators has become increasingly prominent.In this context,in order to actively respond to aging and improve the convenience of elderly travel,adding elevators to existing residences came into being,and it has become a livelihood topic of common concern for the government and the people.However,the process of adding elevators involves many issues such as society,economy,urban planning,management,law,and the market.Therefore,how to effectively promote the implementation of the policy of adding elevators to existing residences to achieve install harmoniously,use safely,and convenient travel is of great significance.This thesis collects,consults,and analyzes the literature on the addition of elevators to existing residences,sorts out the relevant policies at the country,province,and city levels in an aging society.Take Nanchong as an example to carry out questionnaire survey and interview in order to know the current situation of adding elevators to existing residences.The questionnaire survey found that:(1)Adding elevators in existing residences is generally supported.Owners without elevators have a strong demand and willingness to add elevators,and the demand is greater than their willingness.Owners of high and low floors have different opinions.There are concerns and disputes about the impact of adding elevators on safety,noise and lighting.(2)The technical construction unit has an information advantage in the process of adding elevators,and the owner does not have a deep understanding of the additional elevator industry and related policies.(3)Adding elevators need a long time to construct,and there are many contradictions and disputes.The public has a high degree of agreement with the suggestions of guiding policies such as strengthening the public service and introducing reference ratios for capital allocation of adding elevators to existing residences.This thesis uses public goods theory,information asymmetry theory,and urban renewal governance theory as theoretical support to analyze the multiple difficulties faced by existing housing adding elevators:(1)In the reparation phase,policy suspension,high cost of adding elevators,and difficulty in implementing fund-raising policy measures have hindered the advancement of adding elevators in existing residences.The unclear scope of soliciting opinions and the voting agreement rules,lacking of cost sharing and compensation mechanisms,and multiple conflicts of interest between owners,elevator installation companies,and grassroots regulators,etc.,which increase the difficulty of unifying opinions on the addition of elevators.(2)In the implementation phase,there are objective problems such as technical bottlenecks,but also difficulties caused by subjective reasons such as the cumbersome procedures for adding elevators and inadequate supervision of the elevator installation market.(3)In the use and management phase,it is difficult to guarantee the effective implementation of the user’s security principal responsibility,safety management staffing,technical data archives and the lack of emergency rescue capabilities,which makes the supervision and management face the dilemma of protecting people’s livelihood and ensuring safety.Finally,based on the analysis of the current situation and predicament of adding elevators to existing residences in Nanchong,this paper puts forward some coping strategies on promoting adding elevators in existing residences:(1)By strengthening policy research and evaluation,clarify the scope of soliciting opinions and agree to vote rules on adding elevators to existing residences,relevant technical identification standards and procedures,establish a fair and reasonable cost sharing and compensation mechanism,and refine fund rewards and fundraising measures for adding elevators to existing residences.(2)On the basis of optimizing the process of adding elevators and the government’s reasonable financial support,explore the market-oriented construction and operation of the adding elevator model,encourage technology R&D and innovation,build a community discussion and consultation platform,and build a multi-party collaborative governance system between the government,market,enterprises,communities,and residents.(3)To enhance emergency rescue capabilities,promote adding elevator trusteeship models,and innovation elevator safety supervision is the starting point to standardize the use and management of adding elevators in existing residences,resolve supervision problems,and ensure use of adding elevators legally and safely.
