Wuhan has entered an aging society since 1993.Under the actual background of the aging population,the in-depth study and planning improvement of rural oldage facilities is not only a powerful boost to the integration of urban and rural integration and rural revitalization strategies,but also the improvement of rural public service facilities and the improvement of rural elderly life,quality humanization initiatives and fairness.This paper attempts to conduct an in-depth investigation on the status quo of the rural old-age facilities in Wuhan,and analyze the specific characteristics and needs of the service targets of the old-age facilities,and clarify the problems of planning,construction,service and management,respectively,and then meet the rural elderly care.Under the guidance of the dual goals of demand and upgrading the system service level of rural old-age facilities,the strategy of standard improvement and layout optimization is proposed for the specific configuration of rural old-age facilities in Wuhan.The main content of this paper is divided into the following three parts:The first part firstly sorts out the development and evolution of the relevant oldage facilities policies and standards in the country and its definition of urban and rural pension facilities,the definition of functions and services.And the configuration patterns and standards of existing pension facilities are analyzed comprehensively at the rural level in Wuhan.Secondly,according to the data of Wuhan Civil Affairs Bureau,the actual research on the spatial distribution,service scope(population size)and spatial relationship with various villages in the study area,and the rural pension facilities in Wuhan There are many practical problems in the configuration,such as the unclear definition of facilities functions and service objects,the wide range of service facilities of similar facilities on different streets,and the poor attraction of facilities and low operational efficiency..The second part focuses on the analysis of the demand characteristics of rural old-age facilities from the perspective of users of pension facilities.According to the analysis of various statistical data in Wuhan,the spatial distribution of rural elderly population has obvious time and space imbalance.Affected by the rural floating population,the actual aging rate of each street is quite different from the aging rate of household registration.In addition,through field research,it is found that although the daily activities of rural elderly are diverse,they are greatly affected by the economic level.There is a big difference between the various types of elderly people who are busy with life and the joy of being happy.There are also significant differences in the perception,needs and dependence of old,comforting and oldage facilities.From the perspective of changes in family structure and scale,due to the diversification of family economic sources and the improvement of social security levels,the scale of rural families has been reduced,and the pressure on family pensions has been liberated,while the demand of rural public and cooperative pension facilities is gradually increasing.Based on the above cognition,and through the analysis of the elderly's own psychological,material and social security pension claims,it provides a comprehensive foundation for the allocation and function optimization of the aged facilities.The third part further addresses the problem that the rural old-age needs are not met and the old-age facilities are inefficient.The rural old-age facilities planning strategy is studied from the perspective of supply-demand matching.Firstly,the overall goal of diversified facilities,dynamic scale of facilities and capacity,and convenient facilities and services is proposed for rural old-age facilities.Secondly,under the guidance of corresponding targets,the combination of facility type,service scope,scale capacity and construction indicators,taking the blueprint standard and implementation status into account,are optimized and improved in data system,spatial structure and management mode.Combined with the planning objectives and contents of Wuhan's new urbanization,this dissertation proposes a one-way grading idea under the traditional administrative level matching and management system.The new idea from the vertical dimension of administrative level and the horizontal dimension of grading based on street and village assessment,forms the overall concept of building,supporting,extending services and collaborative management of networked hierarchical grading of rural old-age facilities.At the end of the dissertation,Xinzhou District was taken as an example to discuss the rural old-age facilities allocation strategy that satisfies the actual needs of the elderly and adapts to the actual development of the village aging,standardization,fairness,service humanity,network-level interconnection and management efficiency.
