As an important way to collect safety information in the operation process of civil aviation front-line,employee voluntary report provides important data support for the effective operation of Safety Management System(SMS).However,there is no ideal effect and function of voluntary reporting in civil aviation at present,especially in maintenance units,there is a phenomenon of less voluntary report information.Therefore,how to motivate employees to report voluntarily and what kind of organizational culture can promote employees to report voluntarily are the important issues concerned by civil aviation maintenance units.This study takes civil aviation maintenance personnel as the research object,according to the social cognition theory,resource preservation theory,social identity theory and reinforcement theory,selects the analysis path of "organizational culture--cognitive emotion--employee behavior",based on the perspective of employees " dare or not" and "will or not " to voluntarily report,psychological safety and organizational identification are introduced as intermediary variables,organizational incentive is introduced as moderating variables.A theoretical model of the relationship between error management culture and voluntary reporting behavior of maintenance personnel is constructed.By referring to the mature scales in China and abroad,the initial questionnaire was designed,and the formal questionnaire was formed by revising the initial questionnaire through pre-investigation.The 710 effective questionnaires were collected,and descriptive analysis,reliability and validity analysis,difference analysis and hypothesis test were conducted by SPSS 22.0 and Amos 22.0 software.The results show that:(1)Positive error management culture positively affects voluntary reporting behavior;Negative error management culture negatively affects voluntary reporting behavior.(2)Positive error management culture positively affects psychological safety;Negative error management culture negatively affects psychological safety;Psychological safety positively affects voluntary reporting behavior.(3)Positive error management culture positively influences organizational identification;negative error management culture negatively affects organizational identification;organizational identification positively affects voluntary reporting behavior.(4)Psychological safety and organizational identification play an intermediary role between error management culture(positive error management culture and negative error management culture)and voluntary reporting behavior.(5)Organizational incentive has a negative moderating effect on error management culture(positive error management culture and negative error management culture)and voluntary reporting behavior.Finally,according to the research results,from the perspective of creating a positive error management culture,paying attention to the psychological safety and organizational identification of maintenance personnel,establishing and improving the incentive mechanism of voluntary reporting,and strengthening the education and training related to voluntary reporting,some management suggestions are put forward to improve the voluntary reporting behavior of maintenance personnel.
