| The report of the 20 th National Congress of the Communist Party of China and the 14 th Five Year Plan both reflect the country’s resonance with the era of economic development.The professional integration of talents is an important measure to promote the optimization and adjustment of the strategic structure of enterprises,emphasizing the promotion of core competitiveness,strengthening core functions,integrating scientific and technological innovation,talent strategy and other key elements.Only by actively cultivating and strengthening technological talents can enterprises effectively improve their competitiveness.In this context,this article studies how enterprises choose a scientifically reasonable and key effective competency system to improve the quality and efficiency of their core competitiveness by leaps and bounds,fully realizing the mediating role of stimulating the potential of technical professionals.Competency model is the cornerstone of building competency quality,matching the path requirements of Corporate identity to identify outstanding talents.This article focuses on the practical needs of A company’s innovation strategy and professional career development,and constructs a competency evaluation index system for technical personnel.Under this background,Company A deeply considers how to maximize the post competence of technical staff,improve the predictability of incentives,and realize the leap of enterprise development.This study is based on the competency model,combines the strategic development needs of the enterprise,matches the characteristics of technical positions and the personality characteristics of technical personnel,and initially extracts competency evaluation indicators with the help of literature,theoretical knowledge,and enterprise field surveys.Through the frequency analysis of the indicators,the rationality of the indicators is preliminarily tested.Secondly,the indicators were revised twice through the internal questionnaire and expert interviews,and the competency indicators were established.Thirdly,the questionnaire is designed based on the competency evaluation index,and the reliability,validity and factor analysis of the questionnaire are carried out,and the weight of the index is determined to verify the effectiveness of the index.Finally,the author tries to apply the competency evaluation index system of technical personnel to improve the scientific level of technical personnel team construction and human management.So far,based on the competency theory and construction principles,the competency evaluation index system of technical personnel in Enterprise A,consisting of 2 first class indicators,7second class indicators and 26 third class indicators,has been established.Based on the above research results,it can be concluded that the competency evaluation index system for technical personnel can verify the job and occupational suitability of technical personnel,examine the level of job competency,evaluate the competency and quality of job personnel,and optimize the degree of professional integration of enterprise talents.This research combines the competency theory with the characteristics of the enterprise’s technical team,builds the competency standards for technical personnel,promotes the overall improvement of the quality of technical teams,and provides the industry with a basis and reference for formulating the construction of technical teams and cultivating and selecting excellent employees.It not only improves the internal management system of the enterprise,but also provides valuable reference for the enterprise’s strategic transformation,job analysis,talent evaluation,talent team construction,etc. |
