Security work is the eternal theme of coal industrial production, which is determined by the nature of coal production, it's need to handle the relationship correctly between the safety and production, efficiency and development ect. In this paper, mainly seeking out how to ensure the safety production from the perspective of the miner's safety competencies, and responding to the development of human resources management trend, it's a more detailed exposition for competency model and related studies in the theme of Competency models, it's an exploratory research about self-built safety competency model and the application of it in practice:Based on the base of literature studying, interview and open- questionnaires study, I collect the items of Post safety competency of special operation miner, then construct the investigate questionnaire. Through carry on the test to collect the data, finally we got a four factor model of Post Safety competency through EFA and We test the model by CFA.
