Under the background of current economic new normal,enterprise operation is facing multiple uncertainties.Since personal quality and management level of the manager have a crucial effect on enterprise competitiveness,it is important for the enterprise to do some assessment on the quality and ability of its managers.During the development,the senior managers in Yunnan Petroleum Branch have gradually realized that the implementation of the enterprise strategy must have the talent as its support.It is the talent's personal quality rather than the traditional technical talents or intellectual talents that to be the key to affecting the enterprise competitiveness.Competency theory has provided important theoretical support and method system for evaluating the talent's quality.Therefore,on the basis of competency theory model,we should make an analysis of the current situation of managers' competency in the oil company and do some research on the evaluating indicator system of management personnel competency in Yunnan Petroleum Branch,then evaluate the middle managements' competency and finally propose some suggestion on improvement according to the evaluation situation for enhancing the quality of the managers and the core competiveness of the oil company.To this end,the specific research work of this study is as follows:Firstly,according to the personal experience,the research questions are initially identified,competency is used as the key words to do some information retrieval and reading,investigation is conducted on the current situation of the domestic and foreign research and then the theoretical and practical significance of this research is identified.Meanwhile,the essay also organizes the influential factors of the competency,clarifies the relationship of the attributes and dimensions of the indicator system and lays a foundation for the establishment of the indicator system.In combination with the realistic of Yunnan Petroleum Branch and according to the principle of the establishment of the indicator system,the essay preliminarily constructs the competency evaluation indicator system for the middle-level managers in Yunnan Petroleum Branch,and then,it takes use of the expert interviews and brainstorming to select and optimize the indicator system and the rough set theory is used to identify the index weight so that the final competency evaluation indicator system is determined.Finally,a 360 degree feedback is adopted on 10 middle managements to evaluate and analyze their competency level and to explore the reason causing the lack of the ability and quality.The countermeasure can be suggested in turn.
