In recent years,the recycling resource industry with a huge industry scale has been constantly innovating under the drive of multiple policies.By 2020,China will fully implement the policy of banning foreign garbage from entering the country,and further advance the reform of the solid waste import management system.Enterprises with solid waste import as their main business are facing severe challenges as the industry is speeding up reshuffle and enterprises are scrambling to formulate innovative development strategies in line with policies.In the "14th Five-Year Plan" for the Development of Circular Economy,it is clearly proposed that the standardization level of recycling resources industry must be improved,standardized management of the industry should be implemented,and resources should be concentrated to advantageous enterprises.H Company,as a leading enterprise in the recycling resources industry,is established in a third-tier city in Guangdong Province.It is mainly responsible for the construction and operation of the first batch of national circular economy parks,which is a benchmark in the recycling and utilization system of recycling resources.In the demand of policy orientation and industry development,how to continue to stabilize its leading position in the industry and smoothly carry out the transformation and upgrading of enterprises has become an imminent problem.The shortage of talents in traditional industries is an important issue restricting the development of the industry.High-quality talents are one of the core competitiveness of enterprise innovation and development.Therefore,making full use of enterprise talent management can accelerate the realization of the strategic goal of transformation and upgrading of H company.In the operation and management of enterprises,middle managers play the role of connecting the preceding and the following,and effective training for this group is of great significance to promote the development and growth of enterprises.Through in-depth interviews,questionnaires and multivariate statistics,160 middle managers in H Company were selected as the research objects.By combining the scientific theoretical model with the actual situation of the enterprise,using the ADDIE model and the four-level training evaluation model,based on the current situation of the middle management training system of H company,it explores and analyzes the problems existing in the training system,such as insufficient training demand analysis,unreasonable training design,lack of targeted training content and fixed single training form.Explore and optimize the five aspects of the training system including demand analysis,program design,curriculum development,organization and implementation and effect evaluation by using theories,to find a suitable middle management training system for recycling resources enterprises,especially state-owned recycling resources enterprises.By improving the ability and quality of middle level personnel in H company,Promote H company’s core competitive power,promote H company to achieve corporate transition and upgrade strategy target,and “build the word class recycling resource enterprise”vision.At the same time,it also provides reference for the talent training system of Chinese recycling resources industry.
